Mr. Darrow noted the expanded purpose of the meeting was to allow the consultant to present objectives of the Comprehensive Plan; involve citizens; and open discussion on land use to-date; and a proposed timeframe to accomplish the Update. Discussion included the need to have the steering committee in place before the proposed September 19th kick-off date, pending sufficient time for advertising for members; with Mayor Klausing noting to- night's discussion for those listening, encouraging people to apply. Councilmember Roe opined the need for Council consensus on the scope of the Comprehensive Plan Update by September 10th at the lat- est. 1VIr. Darrow noted that, between the Council's award to a consultant and the September 10, 2007 regular City Council meeting, staff would be negotiating a contract with the consultant, and proposed milestones to be achieved, based on City Council direction. ® resentati®n - resentati® ®f ®t Split Study I~Text Steps Economic Development Associate Jamie Rade1 advised that, since the June 18, 2007 formal City Council acceptance of the Single -family Residential Lot Split Study Report, no further direction to staff had been provided for the next steps on the report's recommendations. Councilmember Pust recommended that staff be directed to move forward with consensus recommendations in the Report, dated May 14, 2007, Section B (Subdivision Code), #2, 3, 4, 5, and 6, and Sec- tion C (Zoning Code), #4, 5 and 6; and provide various language amendments to the existing subdivision and/or zoning ordinances for City Council review and consideration. Councilmember Pust noted that by the City Council not taking action on other items, they were in effect supporting the report's majority recommendations. Council- member Pust further suggested directing staff to develop items de- tailed in Section D, Other City Standards and Ordinances, as outlined in the report to 1) create incentives for environmentally friendly de- velopment practices; 2) create a tree preservation and replacement or- dinance.
