ecia~ i C{.:: _~ ~ ~ e~~r
~ ay, Augur ~ ~.~b, 7
~~ge 1
4) Is it Police Department procedure to conduct traffic stops on tinted
windows when the officer making the stop didn't have a tint meter
in his vehicle?
5) Was the stop a result of the directive of senior officers of the Po-
lice Department to officers on the street to make five citizen con-
tacts per shift? Is there a quota that exists within the department to
stop or contact people?
b) Did the Police Department notify the City Manager that this was
going to potentially be an issue of media interest after their inter-
views with press?
7) Did the City Manager notify the City Council that they may be
contacted by citizens before they read the article in the newspaper?
1~/Ir. Kysylyczyn advised that when the City Council had finished ad-
dressing these questions, he had a whole set of questions regarding
Officer Ron Curtain and issues to prevent that type of tragedy from
ever happening again; opining that officer concerns were still appar-
ent.
Mayor Klausing thanked those commenting; however, asked that at
future meetings, speakers respect the Council's need to conduct the
people's business in a timely manner, and asked that comments be
limited to four minutes, as addressed in Council Rules of Procedure,
as clarified by Councilmember Roe.
4. Council Communications, Reports and Announcements
a. I-35W Bridge Collapse
On behalf of the City Council, staff and community, Mayor Klausing
expressed sympathies to families impacted by the recent bridge col-
lapse, and noted the roadway's proximity to the Roseville community,
and frequent travel route by many.
Mayor Klausing recognized the involvement of the City of Roseville's
Police and Fire Department personnel, via mutual aid agreement with
the City of Minneapolis, and their work on-scene as one of the first re-
sponders. Mayor Klausing invited Police Chief Carol Sletner and Fire
Chief Rich Gasaway to comment and speak further on their respective
departments' involvement and observations.
