~rtcl~y, August , 7 <br />Pale <br />Mr. Kysylyczyn provided his comments on the alleged racial profiling <br />and recent newspaper article previously discussed, opining that the <br />reason for tonight's City Council discussion was due to the Police <br />Department's choice to make it a public conversation by providing <br />comment and analysis. Mr. Kysylyczyn opined that, had the depart- <br />ment chose "no comment" as their response, there would be no dis- <br />cussion tonight. Mr. Kysylyczyn further opened that this raised ques- <br />tions on the communications policy of the City Council and their staff. <br />Mr. Kysylyczyn noted that, during his tenure as l~Iayor, and with for- <br />mer City Manager Steve Sarkowsy, if and when employees spoke to <br />the media, the City Manager was given the common courtesy of being <br />notified, and in turn notifying the City Council, rather than them find- <br />ing out in the media. <br />Mr. Kysylyczyn expanded on his historical perspective and lack of <br />supervision of employees by former City Manager Neal Beets. Mr. <br />Kysylyczyn opined that the issue was whether a citizen had interfered <br />with an officer, and that it was inappropriate for any analysis to be <br />done by the City Council, that it was strictly a police training issue. <br />Mr. Kysylyczyn opined that he generally identified himself, when <br />mayor, by his title, unless he was the subject of action. Mr. Ky- <br />sylyczyn expressed concern about the "public hanging" going on, and <br />his interpretation of two City officials feeding the media frenzy, when <br />they knew the law and that people were innocent until proven guilty, <br />and that it was blatantly unethical to try the case in the court of public <br />opinion (i.e., media). Mr. Kysylyczyn further opined that it was un- <br />ethical and unprofessional to see City Councilmembers speak as if <br />they knew the case inside out, and hadn't read the Police report before <br />speaking to the press; and suggested they do the job they were elected <br />to do, by responding to the following policy questions prepared by <br />him: <br />1) Is it appropriate for the Police Department to comment when an is- <br />sue is being looked into, or potentially may be investigated for <br />criminal wrongdoing? <br />2) Did the Police Department initiate and/or raise this story with the <br />press? <br />3) Is it typically Police Department procedure to conduct traffic stops, <br />find multiple violations of law, and conduct vehicle searches, but <br />ultimately take no action? <br />
