Process and Timeline -Consider Approving the Twin Lakes Al- <br />ternate Urban Areawide Review (AJAR) Process and Timeline <br />Economic Development Associate Jamie Radel reviewed staff's pro- <br />posed timeline for the AUAR Update process, initiated in September <br />of 2006, seeking City Council direction for continuing the process. <br />Ms. Radel noted staff's recommendation far a 30-day agency and <br />public comment period, rather than the Environmental Quality hoard <br />(EQ~} required 10 days. <br />Councilmember Pust suggested several language clarifications in the <br />proposed timeline to provide clarification so the public understands <br />that their oppohtunity is authentic and their comments will be taken <br />into account by the City Council before final adoption of the AUAR <br />Update. <br />City Attorney Squires approved the suggested language revisions pro- <br />posed by Councilmember Pust. <br />Ms. Radel concurred with Councilmember Pust's language revisions, <br />and advised Councilmembers of staff's concern with keeping the <br />process moving forward, as they were in receipt of several land use <br />proposals in the study area, and anticipated additional proposals. Ms. <br />Radel noted that once the document was complete and adopted, with <br />impacts and mitigation strategies defined, it would provide a compre- <br />hensive review of the numerous environmental impacts to the area. <br />Discussion included cost-effectiveness for potential developers shar- <br />ing in pro rated costs of the AUAR Update, rather than having to pro- <br />vide individual parcel Environmental Assessment Worksheets <br />(EAW's}; and timing issues of existing and future applications (i.e., <br />hotel/restaurant use at Cleveland by Cent Ventures). <br />Councilmember Ihlan opined, and strongly urged, that the City Coun- <br />cil put in place a moratorium while the AUAR is being finalized <br />rather than trying to create afast-track calendar for AUAR Update <br />approval. Councilmember Ihlan expressed concerns about the process <br />outlined, and opined that public comment needed to be heard by the <br />City Council prior to their declaration that the AUAR Update was <br />"complete and accurate." <br />
