Pubiic comment <br />Mayor Klausing called for public comment by members of the audience on <br />any non-agenda items. <br />a. Pamela Bosch, 2497 Pascal Sheet and member of 12®sev~~le ~Iu- <br />an i~hts o mission <br />Ms. Bosch, noted that she was a member of the City's Human Rights <br />Commission, but clarified that she was speaking personally; pro- <br />ceeded to read a written. statement regarding recent Pioneer Press <br />newspaper articles related to a traffic stop by the Roseville Police De- <br />partment, involvement of and alleged obstruction of justice by the <br />Pluman Rights Commission Chair Janet Delmore, and alleged racial <br />profiling by the City's Police Department. <br />Ms. Bosch asked that the City Council consider what the City's re- <br />sponse may mean to the City of Roseville; spoke in fervent support of <br />the City's Police Department, and questioned perceptions of racial <br />profiling by members of the community. Ms. Bosch recognized the <br />need for City employees to do their job free of distractions and again <br />spoke in support of their heroism, and expressed appreciation for their <br />diligence in protecting citizens; however asked that each employee be <br />held to oversight and accountability. <br />Ms. Bosch noted that this was not the first time Ms. Delmore had ex- <br />perienced perceived racial profiling through her mentoring relation- <br />ship with the young man stopped for a vehicle violation. Ms. Bosch, <br />however, asked that serious consideration be addressed as mapping a <br />path for the City of Roseville for decades and would portray what <br />kind of a welcoming community was indicated. <br />Ms. Bosch opined that Ms. Delmore may have been overzealous in <br />being acitizen-observer, and suggested that the Duman Rights Com- <br />mission be given an opportunity to bear witness in interactions with <br />the Police Department rather than to take sides, allowing the City of <br />Roseville some scrutiny and an opportunity to determine what came <br />
