12e~ular City C®uncil eetin~ <br />1VI®nday, July 23, 2007 <br />Pale 14 <br />Councilmember Pust questioned if there had been any reported inci- <br />dents of injuries, noting the densely-populated urban Roseville area; <br />and noted prohibition in other municipalities of bows and arrows. <br />Captain Mathwig advised that the majority of metropolitan munici- <br />palities prohibited use of bows and arrows; differences in indoor and <br />outdoor uses and practice ranges; and determining that ten pounds of <br />pull appeared to be the crucial factor. <br />Mayor Klausing opined that this wasn't just a ministerial change; not- <br />ing that there were many backyard ranges with wooded areas, where <br />safety procedures were followed; and sought time for additional pub- <br />lic comment prior to adoption. <br />Councilmember Pust also asked, if there were to be no action tonight, <br />that staff provide a list of approved and safe uses on private property, <br />not just for training in schools; at the discretion of the Chief. Coun- <br />cilmember Pust noted that archery was an ongoing program in area <br />schools in teaching hand and eye coordination. <br />Mayor Klausing requested staff to provide additional City Code as <br />referenced, to the Council could have that information before them <br />when they considered the issue again. Mayor Klausing noted that the <br />City of Richfield permitted bow and arrows, and. suggested a copy of <br />their code as well. <br />Councilmember Kough noted that there were two different types of <br />archery bows and arrows: those used for hunting and those used for <br />target practice; and further noted that Senior Olympics planned arch- <br />ery qualifications next year; and that public comment should be <br />sought prior to adoption of such an ordinance and actual interest. <br />Councilmember Ihlan concurred with the initial framework of the <br />proposed ordinance; and with seeking additional public comment; as <br />well as a definition ruling out children's bows and arrows. <br />
