Regular City C®uncii eating 1VI®nday, July 23, 2007 Page 3 at y aur, Sextant Avenue Ms. Laur provided a history of and ongoing code enforcement issues with her neighbor, Jenny Turek, 2424 Dale Street, over a ten year pe- riod, and the apparent inability of staff to find resolution to this prob- lem. Ms. Laur provided a synopsis of issues; discussions, site visits, and correspondence with the City's Code Enforcement ®fficer to the property owner; with still no improvements completed. IVIs. Laur ex- pressed her frustration with the process; with the apparent lack of re- sponse from staff and from her most recent correspondence with City Manager Bill Malinen and individual City Councilmembers; and with the overall negative impacts to her property. Ms. Laur advised that her family was relocating from Roseville, and their property was for sale, and the situation was detracting from po- tential sale of the home, which had been on the market since March of 2007. Ms. Laur questioned the point of code enforcement if nothing was accomplished or resolved. Ms. Laur pled with the City Council to provide her with some recourse so she could inform potential pur- chasers that the City was taking action on the situation. Ms. Laur stated that, "I voted for you and I deserve a response to my ques- tions." Mayor Klausing apologized personally for not taking time to respond to Ms. Laur's e-mail yet; and advised that this code enforcement item would be scheduled for the next regular meeting (August 13, 2007) to hear a report from staff and to provide a public response to Ms. Laur and the City Council to seem potential resolution. Mayor Klausing further apologized to Ms. Laur that the situation hadn't been resolved to-date to her satisfaction. Councilmember Ihlan noted that this brought to her attention the need for staff taking administrative actions, rather than needing to seek Council approval to take code enforcement action; and expressed her support for changing that policy. Councilmember Kough thanked Ms. Laur for e-mailing individual Councilmembers to bring this to their attention.
