Councilmember Ihlan provided her re- <br />search of EQ~ guidelines and threshold issues. Councilmember Ihlan <br />questioned the individual Councilmember review of agency com- <br />ments, given the late agenda packet delivery; and highlighted, for the <br />record, specific indications of those agencies, opining that it was more <br />prudent to get additional information before proceeding, as was the <br />responsibility of the RCTU, and require an EIS. Councilmember Ihlan <br />discussed specific lake grades for Little Johanna and Johanna Lakes; <br />feasibility of proposed traffic mitigation strategies; stormwater outfall <br />requirements related to loss of woodland habitat; <br />Mr. Lindgren, with respect to Councilmember Ihlan, noted that the <br />applicant had provided responses to agency comments since June 20, <br />2007 to provide the City Council with that additional information <br />
