Mr. Lindgren noted that the College had made good faith efforts to provide the City with as much information as possible in order for them to make their decision regarding the land use request. Klausing moved, Roe seconded, suspending Council Rules to extend the meeting curfew to 11:00 p.m., and to complete this discussion and the Cent ventures land use item. Councilmember Ihlan opined the need to limit agenda items and length to avoid overloading agendas in an effort not to routinely exceed the 10:00 p.m. curfew. Councilmember Ihlan opined that the EAW as submitted was incom- plete, inaccurate, and didn't support a negative declaration; and sug- gested that the City Council delay their decision to request additional information where available. Councilmember Ihlan provided her re- search of EQ~ guidelines and threshold issues. Councilmember Ihlan questioned the individual Councilmember review of agency com- ments, given the late agenda packet delivery; and highlighted, for the record, specific indications of those agencies, opining that it was more prudent to get additional information before proceeding, as was the responsibility of the RCTU, and require an EIS. Councilmember Ihlan discussed specific lake grades for Little Johanna and Johanna Lakes; feasibility of proposed traffic mitigation strategies; stormwater outfall requirements related to loss of woodland habitat; Mr. Lindgren, with respect to Councilmember Ihlan, noted that the applicant had provided responses to agency comments since June 20, 2007 to provide the City Council with that additional information
