Councilmember Kough expressed his interest in being the first to vol- unteer as a City Council member of the Steering Committee. Coun- cilmember Kough noted that being retired he had the time to commit to the numerous meetings anticipated and provided a written letter to the Mayor and City Council expressing his interest. Mayor Klausing accepted Councilmember Kough's interest in ap- pointment and noted that Councilmember Roe had previously ex- pressed interest. Councilmember Roe confirmed his interest in serving. By consensus, Councilmembers Kough and Roe were selected to serve as the City Council's representatives to the Steering Committee. Mayor Klausing noted that the entire City Council was welcome to at- tend any or all meetings and noted that staff would publish and post each meeting as a public meeting in case a quorum of Councilmem- bers were in attendance. Mayor Klausing opined that since the City Council has the final say, individual Councilmembers should use their discretion in not dominating discussions at the meetings but provide a City Council perspective as applicable. Councilmember Pust noted that one special interest group was not represented on the proposed committee, that of business representa- tives. Councilmember Pust suggested that a slot be set aside for them, not just as a member of the community-at-large, but intentionally seeking their specific interests, and suggested a minimum of one (1) member of the business community. Councilmember Ihlan concurred and spoke in support of including a business representative. Klausing moved, Pust seconded, approval of the creation of a Com- prehensive Plan Update Steering Committee, as referenced above, with the understanding that the final composition was pending deter-
