Mayor Klausing concurred with Councilmember Pust's observations and comments regarding the value of public planning; however, he questioned what additional public input would be obtained from an- other public planning process, unless there were assurances fora dif- ferent conclusion that what had already been provided. Mayor Klausing reviewed his personal history with the development area, noted his original opposition to the initial retail composition and the parcel designated for retail the only parcel controlled by the prop- erty owner. However, Mayor Klausing noted that when the proposed project became further developed, with valuable public input from the stakeholder panel, using many of their recommendations, he had re- vised his opinion of the proposed plan. Mayor Klausing reiterated that he was supportive of a public planning process; however, he was not supportive of further impositions on private property owners, following the previous condemnation proce- dures, implied in another moratorium process. For the record, Mayor Klausing acknowledged an a-mail received ear- lier from Mark Rancone with Roseville Properties, expressing opposi- tion to a moratorium. Councilmember Ihlan opined that Mayor Klausing's comments seemed ironic, given past actions; and noted that she and others were forced to react negatively due to the previous process not being more open and public-supported. Councilmember Ihlan spoke in support of a quick process, but opined it was time to do something to make the public and developers aware of what the Council was planning. Councilmember Pust reiterated her opinion that she agreed it was time to do something, but she didn't think the action required a morato- rium. Councilmember Kough opined his support for development and con- taminated land clean up in the Twin Lakes area.
