Regular City Council Meeting <br />Monday, August 13, 2007 <br />Page 20 <br />services to improve the process to make compliance checks more <br />seamless before and after for businesses and the Police Department. <br />Mayor Klausing thanked Mr. Gill for his candor, and willingness to <br />pursue additional improvements in the process. <br />Pust moved, Ihlan seconded, authorizing the Roseville Police Depart- <br />ment to issue and administer the presumptive penalty as set forth in <br />Section 302.15 for on-sale license holders who do participate in op- <br />tional manager and server training for a second violation in thirty-six <br />(36) months, with the mandatory minimum penalty being a $500.00 <br />fine and a one day suspension; with the date for license suspension at <br />the discretion of the Police Chief. <br />Roll Call <br />Ayes: Ihlan; Pust; Kough; Roe; and Klausing. <br />Nays: None. <br />India Palace <br />Chief Sletner outlined the specifics of this compliance failure and <br />staff's recommendation. <br />Hardelv Singh, India Palace Assistant Manager <br />Mr. Singh advised that he was speaking for the General Manager, who <br />was out of the country. Mr. Singh advised that the compliance issue <br />was created by confusion on the part of the General Manager and his <br />interpretation of "optional" training. Mr. Singh noted that they had <br />another location in Woodbury, the City's training was compulsory <br />every six months, and that location had experienced no failures over <br />the last six years. Mr. Singh noted that this misinterpretation was the <br />fault of India Palace, and they would participate in the optional train- <br />ing from now on. <br />Discussion included the City Council's rationale for seeking better <br />participation from businesses by making the training optional, rather <br />than mandatory; and in an effort to make the training more meaning- <br />ful to participants. <br />
