Regular City Council Meeting <br />Monday, August 13, 2007 <br />Page 26 <br />Further discussion ensued and included the process and public percep- <br />tion of the importance of public comment in the final document; pres- <br />sures on potential development in the Twin Lakes area, need for an <br />all-encompassing AUAR as opposed to parcel-specific Environmental <br />Assessment Worksheets (EAW) by individual development projects; <br />and consideration for placing a moratorium on development in the <br />area. <br />Councilmember Kough opined his desire to hear public comment <br />prior to submitting the document for agency review. <br />Additional discussion included the amount of time staff required to <br />make changes to the document, following public comment, and prior <br />to distribution for agency review; extensive review in-house and ex- <br />ternally and staff s confidence in their analysis to-date and integration <br />of potential changes, unless substantive; and the EQB process. <br />Councilmember Ihlan provided comment and a bench handout on the <br />Twin Lakes Redevelopment Area Project from the Roseville Compre- <br />hensive Plan, and an excerpt of proposed land uses related to mixed <br />use retail uses and previous City Council action to not include those <br />retail uses. <br />Mr. Carlson from Bonestroo, commented on assumptions and various <br />scenarios, with the existing Comprehensive Plan allowing for mixed <br />use and selected scenarios that expanded certain types of use, with <br />"worst case" scenarios chosen to represent directions of potential de- <br />velopment, and impacts. <br />Mayor Klausing stated, contrary to allegations of conspiracies and <br />grand deceptions, that it was his goal -and he believed a goal of the <br />Friends of Twin Lakes -that the area be held up to comprehensive <br />environmental review for any development project. Mayor Klausing <br />advised that he wasn't aware of any specific development plans for <br />the area other than those noted by staff, the proposed GSA/FBI and <br />hotel/restaurant developments. Mayor Klausing further advised that he <br />was willing, in a spirit of compromise, to hold off declaring the <br />AUAR Update document accurate and complete at tonight's meeting, <br />and consider Councilmember Roe's suggestion to shorten the public <br />
