Regular City Council Meeting <br />Monday, August 13, 2007 <br />Page 27 <br />comment and agency review period, allowing for public comment at <br />the August 20, 2007 meeting. <br />Councilmember Pust, in her effort to move the group to compromise, <br />and recognizing that the City Council was taking public comment be- <br />cause they sincerely wanted to know what the public thought and take <br />those comments into account, suggested a proposed motion. Coun- <br />cilmember Pust opined that, while staff, consultants, and the City <br />Council thought they had foreseen all issues, the City Council was al- <br />lowing additional public comment time to give everyone in the City <br />an opportunity to make comment at the August 20, 2007 meeting. <br />Councilmember Pust's proposed motion was: <br />"By resolution, determine that the Twin Lakes Business Park AUAR Update is <br />complete and accurate, and authorize its distribution - IN THE FORM DI- <br />RECTED BY THE CITY COUNCIL AFTER RECEIVING PUBLIC INPUT ON <br />AUGUST 20, 2007, to the organizations on the EQB's EAW distribution list for a <br />review and objection period, BEGINNING NO EARLIER THAN AUGUST 27, <br />2007." <br />Mr. Carlson opined that, while the document contained a myriad of <br />information, citizen comments should be considered as well. Mr. <br />Carlson further opined that staff was confident that the document was <br />as complete and accurate as possible, was based on the EQB docu- <br />ment, and staff s analysis of the various scenarios. Mr. Carlson sug- <br />gested that there may be a policy question: "Are those scenarios con- <br />sistent with the City's Comprehensive Plan, as directed by the City <br />Council?" Mr. Carlson read a portion of the Business Park designa- <br />tion under the current Comprehensive Plan in their context, with the <br />entire AUAR area designed BP with mixed uses. Mr. Carlson opined <br />that, if the City Council as apolicy-making body, didn't feel the <br />document reflected their decisions to-date, then they could take issue <br />with that. <br />Additional discussion ensued regarding the proposed motion and pur- <br />pose of specific language and actions; and need to hear public com- <br />ment and allow time for reflection, staff comment or potential re- <br />search. <br />Roe moved, Pust seconded, tabling action on authorizing the distribu- <br />tion of the Draft Alternative Urban Areawide Review (AUAR) Up- <br />
