Councilmembers personally congratu- <br />lated the Explorers, and recognized them, followed by a group photo <br />of all with the City Council. <br />Councilmember Pust and Mayor Klausing encouraged Fire Chief Rich <br />Gasaway to expand on how youth could become involved in the pro- <br />gram. <br />Chief Gasaway advised that the Roseville Fire Explorers program was <br />open to all youth, ages 14 - 20 years old; that they didn't have to be <br />Roseville residents to apply; that the group met most Sunday evenings <br />at Roseville Fire Station #2 (located by the City water tower) from <br />6:00 - 9:00 p.m. summer evenings, and 6:00 - 8:00 p.m. during the <br />school year; and encouraged interested youth and/or advisors to con- <br />tact the City Fire Administration phone number at 792-7309, or check <br />out the Fire and/or Police Department's websites. Chief Gasaway ad- <br />vised that further information on the Explorer program was available <br />on the website: www.learningforlife.org. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on <br />any non-agenda items. <br />a. Al Sands, 2612 Aldine <br />Mr. Sands opined that he was not satisfied with the Class B form of <br />government in Roseville; further opining that staff was too dominant <br />over the City Council. Mr. Sands provided six bench handouts enti- <br />tled, "What's Wrong with Roseville's Government?;" an "Organiza- <br />tional Chart of Roseville," with personal comments "In Theory;" <br />"Roseville's Real Organizational Chart;" and comments that there was <br />no room for citizens to be involved in their government under this <br />scenario; "Forms of City Government in Minnesota;" "Changing from <br />One Plan to Another;" and "Class B" by Population" cities in Minne- <br />sota. Mr. Sands displayed, expanded upon and provided personal <br />comment on each handout. <br />Councilmember Kough and Mr. Sands held a brief discussion; and <br />Mayor Klausing requested that, if Councilmember Kough were inter- <br />
