Regular City Council Meeting <br />Monday, August 13, 2007 <br />Page 32 <br />Councilmember Roe briefly reviewed the proposed procedure for fill- <br />ing HRA vacancies and rationale for changes to current procedure. <br />Discussion points included term limits; applications received after <br />deadline; mayoral discretion; appointments or reappointments; inter- <br />view process; and term expirations or vacancies. <br />Additional discussion included the proposed 60-day timeframe and ra- <br />tionale for that length of time to allow for advertising and the inter- <br />view process. <br />Mayor Klausing thanked Councilmember Roe for his work on this <br />resolution; and spoke in support of the proposed motion. Mayor <br />Klausing opined that it institutionalized and involved the City Council <br />in the appointment process. Mayor Klausing suggested one modifica- <br />tion to page 2, I.E. to the procedure statement to provide an option for <br />the Mayor electing to eliminate any applicants from consideration, <br />with reasonable notice to such applicants AND THE CITY COUN- <br />CIL, prior to the established date of applicant interviews. <br />Councilmember Roe concurred with Mayor Klausing, and noted this <br />was included in his original suggested language. <br />Councilmember Kough shared some of his philosophy for his creation <br />of the HRA originally; even while voicing objections to some of their <br />recent spending. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn thanked Councilmember Roe for his draft resolution; <br />speaking generally in support, with one exception. Mr. Kysylyczyn <br />opined that the City Council should be made aware of whether an ap- <br />plication was received after the deadline. Mr. Kysylyczyn further <br />opined that there was nothing preventing multiple votes on the same <br />nominee; double term nominations as attempted earlier this year; and <br />the apparent arbitrary nature in allowing the mayor to pick who and <br />who would not be interviewed. <br />
