Planning Commission Meeting <br />Minutes – Wednesday, August 01, 2007 <br />Page 9 <br /> <br />Staff recommended APPROVAL of a CONDITIONAL USE PERMIT for Roselawn <br />Cemetery; based on the comments in Section 4, findings of Section 5, and the conditions <br />in Section 6 of the project report dated August 1, 2007. <br />Mr. Paschke advised that, the Master Plan became a part of the CUP in this case, and <br />with Planning Commission and City Council support of the proposed resolution, approval <br />would be tied to conditions of approval; assuming the applicant’s future construction didn’t <br />provided for only minor if any deviations, there would be no additional review required by <br />either body. <br />Commissioner Gottfried questioned how staff determined or measured the deviation <br />distinction. <br />Mr. Paschke advised that through staff review of future proposals or building permit <br />applications by various City departments and the Design Review Committee (DRC), along <br />with the City Attorney, a determination was collectively made of what constituted a major <br />versus minor change, and needed to be administratively supported, or forwarded for <br />additional processes and public review, discussion. <br />Additional discussion included timeline for future improvements; whether Condition 6.1.d <br />was applicable to this project, to allow additional flexibility, normally granted to CUP <br />applications. <br />Mr. Paschke advised that it was the goal of the applicant that their Master Plan be market- <br />sensitive as dictated. <br />Applicant representatives: Bill Sanders, Landscape Architect with Sanders, Wacker, <br />Bergly, Inc., serving as a consultant to Roselawn Cemetery; and Larry Hidella, <br />Superintendent of Roselawn Cemetery <br />Mr. Sanders concurred with staff’s recommendations. <br />Vice Chair Doherty commended the Cemetery on the extremely attractive proposed <br />building and apparent quality. <br />Mr. Sanders noted that the cemetery buildings were outstanding architectural specimens. <br />Vice Chair Doherty closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Gottfried moved, seconded by Member Martinson to RECOMMEND <br />APPROVAL of a CONDITIONAL USE PERMIT for Roselawn Cemetery; based on the <br />comments in Section 4, findings of Section 5, and the conditions in Section 6 of the <br />project report dated August 1, 2007; <br /> amended that language in each Condition (A, <br />B, C, and D) be revised to read “… plans [as submitted and dated] July 16, 2007; <br />and Condition C be amended to specifically read: <br />“Roselawn Cemetery shall be allowed to construct future anticipated <br />improvements including the columbarium, second mausoleum, and <br />monument/feature as depicted in the [Master] Plan[s as submitted and] <br />dated July 16, 2007 upon review and approval by the City.” <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />d.
