City Council Study Session <br />Monday, September 17, 2007 <br />Page 18 <br />Additional discussion included how broad or restrictive ordinance <br />language should be in protecting the health and safety of residents, <br />while providing enforceable language for the Police Department; and <br />clarification that the intent of school programs on school grounds <br />wouldn't fall into the category requiring sanction by the Police Chief. <br />Councilmember Roe suggested additional language clarification to <br />specify "supervised class," rather than community-wide supervised <br />class; and specifying written authorization by the Police Chief, not <br />just verbal authorization. Councilmembers concurred with these addi- <br />tional language revisions. <br />Councilmember Pust suggested language that would provide for ille- <br />gal use if discharged in a public place or where a person was in dan- <br />ger; and requested that staff review language of ordinances in other <br />cities. <br />Mayor Klausing suggested that the City Attorney revise language, <br />based on tonight's discussion, rather than Captain Mathwig expending <br />additional time clarifying language, leaving general prohibitions in <br />place, while carving out lager exceptions; and that revised language <br />be brought back for further Council review and action. <br />After further discussion, Mayor Klausing volunteered to discuss re- <br />vised language with City Attorney Squires, and offer a motion to <br />amend language; requesting that staff put the issue on the agenda for <br />the City Council at their September 24 or October 8th meeting. <br />e. Discuss the Phase II Scope of Work for the Comprehensive Plan <br />Update <br />Mr. Darrow provided an update on the revised scope of work for <br />Phase II of the comprehensive planning process; following staff's <br />work with HKGI. Mr. Darrow noted that the total, not-to-exceed cost <br />for Phase II was $102,473.00, with detailed information provided in <br />the staff report for each task, key personnel involved and -their costs, <br />and number of meetings proposed and that cost, with a subtotal per <br />task. <br />
