City Council Study Session <br />Monday, September 17, 2007 <br />Page 6 <br />or were within the realm of specific departments; and how priorities <br />could best be determined for short and long-term planning. <br />City Manager Malinen spoke in support of a facilitator to allow all <br />senior staff an opportunity to participate in the discussion of priorities. <br />Councilmember Pust questioned if staff had prepared a preliminary <br />analysis of comments that arose from advisory commissions, with Mr. <br />Malinen advising that staff had not done so at this time. <br />Councilmember Pust opined that whether a consultant was hired or <br />not the main issue was for the City Council, not staff, to get into the <br />themes currently provided through broad recommendations of the <br />community and advisory boards. Councilmember Pust further opined <br />that the Council needed to schedule specific time with self-imposed <br />deadlines for their individual and corporate review of the comments, <br />goals and strategies. Councilmember Pust observed that, following <br />that review, a facilitator may be prudent; however, opined that the <br />step currently missing was the City Council's own analysis of the <br />document for preliminary discussions. Councilmember Pust further <br />opined that if the City Council was committed to and took time to per- <br />form their own analysis and come up with their own views of the <br />document a facilitator may not be necessary. <br />Mayor Klausing noted that as a resident of the community and as an <br />elected official he could provide his input and priorities; however, <br />questioned how to transition from themes to developing a program to <br />proceed. <br />Councilmember Pust opined that staff would be able to perform that <br />task once the City Council provided their individual and corporate <br />priorities; and questioned additional input and reflection of an outside <br />consultant. Councilmember Pust noted that the Council had sought <br />input from the community and the community needed to hear the City <br />Council's analysis and priorities from their individual perspectives. <br />Councilmember Pust further opined that while many plans and sug- <br />gestions were available and/or presented this City Council could only <br />feasibly accomplish 5-10 things well; and that a preliminary discus- <br />
