City Council Study Session <br />Monday, September 17, 2007 <br />Page 7 <br />sion of the Council as a whole needed to be part of the community <br />process. <br />Mayor Klausing opined that in the Plan B form of government, it was <br />the job of the elected citizen to come up with the "what," and the job <br />of staff to come up with "how." Mayor Klausing further opined that <br />he was concerned that the City Council was not maintaining their role. <br />Councilmember Pust opined that citizens had come up with the <br />"what," and the elected leadership needed to have a discussion on that <br />community input; to determine as a group what could be accom- <br />plished, with staff then advising the City Council on cost, staffing, re- <br />sources. <br />Councilmember Roe concurred with Councilmember Pust's observa- <br />tions and opined that he didn't want staff spending time on themes or <br />ideas if the Council consensus was not reflective of a particular com- <br />munity goal. Councilmember Roe further opined that he anticipated <br />that individual priorities could develop into consensus goals, and then <br />could be forwarded to staff. Councilmember Roe opined that if it was <br />determined by the Council that their individual priorities represented <br />too ambitious of a plan, they could be further prioritized by annual or <br />5-year incremental segments, with funds allocated accordingly. <br />Councilmember Ihlan suggested that chunks of time be set aside over <br />the next several .months to allow the City Council to hold discussions <br />on priorities and start working through a general discussion without <br />the aid of a facilitator. Councilmember Ihlan suggested that a general <br />discussion be pursued with individual priorities brought to the discus- <br />sion, with a focus on commonalities. <br />City Manager Malinen noted that staff had already incorporated some <br />time lines and costs associated with various initiatives that should <br />serve to help the City Council focus their discussions. <br />Councilmember Pust requested a copy of the document including ad- <br />visory board comments electronically. <br />
