City Council Study Session <br />Monday, September 17, 2007 <br />Page 8 <br />Mayor Klausing, in his role as defacto facilitator, that the discussion <br />be sooner rather than later; and if necessary to set aside time at each <br />meeting, or outside regular Council meetings to move from discussion <br />to action. Mayor Klausing advised that he would further discuss with <br />City Manager Malinen timing and facilitation of discussion opportuni- <br />ties. <br />Councilmember Roe suggested that staff define discussion objectives <br />for each topic; with general areas of interest or concern as a first dis- <br />cussion topic, followed by more detailed discussion of the entire list; <br />and a plan of action for future meetings. Councilmember Roe spoke <br />in support of allotting a healthy chunk of time for the first discussion; <br />and noted that the November 5th meeting had been added to replace <br />the November 12th meeting, and suggested that if no specific agenda <br />items were evident, that meeting would be a good time for discussion, <br />or a special meeting during October to initiate discussion sooner if <br />preferred. <br />Councilmember Pust suggested that for the first meeting, individual <br />Councilmembers should be diligent in doing their homework and <br />come prepared with 3-5 priority items, and consider their application <br />to the Imagine Roseville 2025 document, to allow engaged discussion; <br />opining that the majority of Council priorities can be tied to that docu- <br />ment. Councilmember Pust further suggested that, following that dis- <br />cussion and identification of similarities or abilities to group things <br />together, the outcome of that meeting, once priorities, could lead to <br />discussion of consensus items, at which time the output of that initial <br />discussion was to task staff with coming back, in a brief period of <br />time, on impacts such as costs, ramifications to staff, budgetary, and <br />time constraint issues. Councilmember Pust opined that, for the sec- <br />ond discussion, when faced with realities, Councilmembers could con- <br />tinue to whittle down their expectations from the first discussion. <br />Mayor Klausing clarified assignments for individual Councilmem- <br />bers, prior to the first meeting, would be to identify their individual <br />priorities to allow narrowing. those priorities through consensus, and <br />determining how to proceed from that discussion. <br />
