City Council Study Session <br />Monday, September 17, 2007 <br />Page 9 <br />Councilmember Kough shared his personal views on redevelopment <br />related to the Twin Lakes Redevelopment Area; and his support for <br />small retail and new housing, but his opposition to big box retail. <br />City Manager Malinen advised that he would work with staff and in- <br />dividual Councilmembers on calendars to arrange potential discussion <br />times in October, as well as the November 5th meeting; opining that it <br />would seem appropriate for Councilmembers to be able to focus on <br />this item only, rather than to be distracted with additional agenda <br />items. <br />Councilmember Pust suggested that City Manager Malinen consider <br />Saturday mornings as potential meeting times as well. <br />c. Receive OSHA Report <br />City Manager Malinen provided background information on the recent <br />impromptu inspection by Occupational Safety and Health Administra- <br />tion (OSHA), the first in the last ten (10) years, and implications for a <br />total original fine of $14,000 for various workplace violations. Mr. <br />Malinen expressed confidence that staff would be able to work with <br />OSHA to reduce the fine in the range of $7-8,000 through minimal <br />procedural follow-up. <br />Assistant Finance Director Brenda Davitt reviewed the violations, <br />many due to lack of safety-type devices on equipment, noting that in <br />some instances safety .devices were no longer available from the <br />manufacture, and OSHA typically didn't allow creation of safeguards <br />by staff that might result in other hazards. Ms. Davitt noted that, in <br />these circumstances, the City had little choice but to replace equip- <br />ment with newer models to ensure the safety of employees and avoid <br />future fines. <br />Mr. Malinen noted that staff assisted OSHA during their inspection of <br />facilities and equipment; and was currently working with their newly- <br />hired safety consultant, and internal safety committee, and were ada- <br />mant about letting everyone know how critically important and seri- <br />ous the City was in continuing to improve employee working envi- <br />ronments and equipment. <br />
