Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 10 <br />Ms. Bloom advised affected property owners to make comment at tonight's meet- <br />ing, or contact her at her office, at any time between tonight and the October 8, <br />2007 meeting, to discuss their assessments or to address any questions they may <br />have. <br />P-OZ-16 County Road C Reconstruction Project -Phase T <br />Following Ms. Bloom's summary review of the project, Mayor Klausing opened <br />and closed the Public Hearing at approximately 7:40 p.m.; with no one appearing <br />for or against. <br />Councilmember Ihlan questioned why several properties on the south side of <br />County Road C had not been assessed. <br />Ms. Bloom advised that those specific properties didn't have access on County <br />Road C, but on Fairview or Snelling Avenue, and therefore, were not assessed on <br />front footage, in accordance with the City's Assessment Policy. <br />Public Comment <br />Dr. Timothy Krienke, 2630 Snelling Curve, Roseville Animal Hospital <br />Dr. Krienke noted that when he purchased this corner lot property, he had paid off <br />the assessments for Snelling Curve improvements. Dr. Krienke addressed his <br />contract with Burlington Northern Railroad, and the 30-day notice clause in his <br />easement with them; questioning the benefit to his property from improvements <br />on County Road C, should he lose those easement rights. Dr. Krienke opined that <br />he was not a typical property owner along the improvement project, and felt that <br />he was a victim of taxation without representation. <br />Ms. Bloom expressed staff s willingness to take Dr. Krienke's comments into ac- <br />count, visit with him further outside the meeting, and then make their recommen- <br />dations to the City Council. <br />Mayor Klausing closed the Public Hearing for Project 02-16. <br />Ms. Bloom reminded Councilmembers and the public of the Public Hearing proc- <br />ess, with tonight's opportunity for comment from affected property owners, in <br />addition to opportunities over the next two (2) weeks, staff's work with the prop- <br />erty owners, and consultation with the City Attorney, followed by recommenda- <br />tion to the City Council, applying like assessments to all affected property own- <br />ers. <br />Roe moved, Pust seconded, recess and continuation of the Public Hearing for Pro- <br />ject 02-16, County Road C Reconstruction Project -Phase I, to the October 8, <br />2007 regular City Council meeting, to allow staff time to research questions and <br />objections raised at the initial hearing. <br />
