Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 9 <br />The applicant was present. <br />Mayor Klausing closed the Public Hearing at 7:35 p.m., with no one appearing for <br />or against. <br />Kough moved, Pust seconded, approving an On-Sale Beer and an On-Sale Wine <br />license, for Chipotle Mexican Grill of Colorado, LLC, d/b/a Chipotle Mexican <br />Grill, located at 10 Rosedale Center, Suite 1020 for the license period from 2007 <br />to 2008; contingent upon review by the City Attorney prior to issuance of the li- <br />cense. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />b. Public Hearing - Conduct a Public Hearing and Consider Approving the <br />2007 Assessments (to be continued to 10/8) <br />Mayor Klausing noted that the purpose of the public hearing was to consider spe- <br />cial assessment rolls for various public improvement projects, that the projects <br />had been constructed, and that the Council decision under consideration was <br />whether to approve the assessment rolls as presented or make modifications to the <br />assessment rates. Mayor Klausing advised that, prior to each project hearing, <br />staff would discuss how the project costs would be allocated and what the as- <br />sessments were against each benefiting property. <br />Mayor Klausing advised that the City Council would consider individual assess- <br />ment roles for individual projects at this hearing; and that by simple majority, the <br />City Council could vote to approve the assessment roll for each project. How- <br />ever, Mayor Klausing further advised that, in order to allow staff adequate time to <br />research questions or objections, staff had recommended that the City Council <br />continue Final approval of all assessment rolls to the next regular City Council <br />meeting, scheduled for Monday, October 8, 2007. <br />City Manager Malinen advised that, in accordance with Minnesota Statutes, <br />Chapter 429, required published and legal mailed notices had been provided for <br />each of the special assessment public hearings. Mr. Malinen noted that legal no- <br />tices appeared in the City's legal newspaper, the Roseville Review, on September <br />4 and September 18, 2007; and in addition, mailed notice had been sent on Sep- <br />tember 10, 2007, to each affected property owner in accordance with the statute, <br />with affidavits of mailing available in the office of the City Engineer. <br />City Engineer Debra Bloom introduced each project by identifying the project <br />number and provided summary sheets for each individual project, including a <br />summary of construction costs, assessable units, total proposed assessment rates, <br />and outside funding; attached hereto and made a part thereof. <br />
