Resolution - Adopt a Resolution Authorizing a Metropolitan Council Tax <br />Base Revitalization Account Grant Application for Har Mar Apartments <br />Pust moved, Kough seconded, adoption of Resolution No.10555 entitled, "Reso- <br />lution Authorizing Application for the Tax Base Revitalization Account;" author- <br />izing the submission of a grant application to the Metropolitan CounciPs Tax <br />Base Revitalization Account for evaluation and abatement of lead and asbestos <br />within the structures of the Har Mar Apartment Complex. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />8. Consider Items Removed from Consent <br />g. Resolution - Adopt a Resolution Approving a Tactical Mutual Aid Agree- <br />ment with the New Brighton Department of Public Safety and the City of St. <br />Anthony Police Department (Off Consent Agenda) <br />Councilmember Roe sought clarification on the intent of the agreement, and con- <br />sistency with the title, and whether it was for the tactical team or for any person- <br />nel. <br />City of Roseville Police Lieutenant Lorne Roland advised that this agreement ap- <br />plied to the tactical team only; and that there was an agreement already in place <br />for mutual aid responses. <br />Mayor Klausing opined that the agreement read more like a mutual aid agree- <br />ment, and questioned whether it would function as such. <br />Lt. Roland responded affirmatively. <br />Councilmember Kough cautioned, from his experience in1986 as Mayor of Aus- <br />tin, MN, during the Hormel strikes that the Mayor be aware of the potential that <br />his authority would be subordinated to that of the Ramsey County Sheriff's De- <br />partment in certain circumstances. <br />Mayor Klausing opined that, from his review of the document, as well as Minne- <br />sota Statutes pertaining to mayoral authority and delegation; and noted that each <br />party would designate an appropriate person to make a request or to respond. <br />City Attorney Scott Anderson recommended, that since this agreement was rec- <br />ognized as a Joint Powers Agreement (JPA) under State Statute, that the motion <br />be changed to authorize the Police Chief to sign the document; and the date of the <br />agreement revised to indicate authorization granted by tonight's action. <br />
