Regular City Council Meeting <br />Monday, September 24, 2007 <br />Minutes Page 7 <br />Roe moved, Pust seconded, adoption of Resolution No. 10556 entitled, "A Reso- <br />lution Approving a Mutual Aid Agreement relating to a Combined Tactical Team <br />with the Cities of New Brighton and St. Anthony, which will be known as the <br />East Metro SWAT Team and authorizing the Chief of Police to execute the <br />Agreement on behalf of the City of Roseville; amended to authorize the Chief of <br />Police, rather than the Mayor, to execute the document; and revising the Agree- <br />ment's signature page for a date following granting authorization at tonight's <br />meeting. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />i. Contract -Approve Comprehensive Plan Update -Phase II Consultant Con- <br />tract (Off Consent Agenda) <br />City Manager Malinen briefly reviewed the Request for Council Action., and <br />staff's recommended approval of Phase II of the revised scope of work on the <br />Comprehensive Planning Update process. <br />Councilmember Ihlan sought to clarify, from previous discussions, that the City <br />Council be actively involved to ensure consensus throughout the process. <br />Kough moved, Ihlan seconded, approval of a contract between the City of Rose- <br />ville and HKGi, as consulting firm to undertake Phase II of the City's Compre- <br />hensive Plan Update; and authorized the Mayor and City Manager to execute the <br />contract; with Section 4.2 of Exhibit A -Scope of Services, and entitled, "Obtain <br />guidance from City," specify the City Council as policy-makers. <br />Roll Call <br />Ayes: Roe; Pust; Ihlan; Kough; and Klausing. <br />Nays: None. <br />j. Resolution - Adopt a Resolution Approving a Conditional Use Permit for <br />Najmieh Rezakhani at 425 Wagner Street (Off Consent Agenda) <br />Staff provided a brief summary of the request; and the applicant was present for <br />any questions from the City Council. <br />No one from the public spoke for or against the project. <br />Councilmember Ihlan noted that parking had been a concern at the Planning <br />Commission level, and questioned staff on the enforcement process in residential <br />areas with home-based occupations. <br />Associate Planner Bryan Lloyd advised that, similar to most enforcement issues in <br />the community, they were complaint-driven, and if any parking or other issues <br />
