Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 10 <br />Councilmember Pust identified Item 10.B.1.a (page 42) as an item for further dis- <br />cussion, with different ramifications, related to fiver to all public sites and as a <br />way to support life-long learning. <br />Councilmember Kough spoke in general support of continued and life-long learn- <br />ing opportunities. <br />Infrastructure <br />11) Roseville has a comprehensive, safe, efficient, and reliable transportation sys- <br />tem (pages 43 - 47) <br />Councilmember Pust opined that Item 11.A (page 43) strategy was key; and iden- <br />tified Item 11.A.1.a considering roundabouts was an important discussion; and <br />Item 11.A.1.c (page 43) striping bike lanes as additional priority discussions. <br />Councilmember Pust questioned Item 11.A.3.a, funding acity-wide traffic model, <br />noting that she was under the impression that this had already been authorized and <br />funded. <br />Councilmember Pust identified Councilmember Kough's earlier comments re- <br />lated to improving transportation options, and suggested that flexible bus routes <br />identified in Item 11.B.1. (page 44), Item l l.b.l.b related to identifying and ex- <br />panding long-term park & ride facilities; and Item 11.D.1 (page 46) regarding <br />regularly updating the pathway master plans should be short listed priority items, <br />in conjunction with the Comprehensive Plan Update, or at a minimum, on a paral- <br />lel track. Councilmember Pust asked staff to further clarify Item 11.D.2.a (page <br />46) defining what was meant by enforcing existing sidewalk code requirements. <br />Councilmember Kough had previously identified Item 11.B.S.a related to expand- <br />ing options for transit-dependent people. <br />Mayor Klausing noted that one of his top five priorities listed creation of addi- <br />tional sidewalks and trails, as noted in Item 11.D.6 (page 47), and also noted Item <br />11.B.4.d (page 47) related to increasing the density of transit stops within the <br />community. <br />Councilmember Kough opined support for additional discussions to acquire the <br />abandoned rail line from White Bear Lake to Minneapolis and facilitate a small <br />commuter train through Minneapolis and St. Paul. <br />Mayor Klausing noted, and Councilmember Roe identified, Item 11.B.3.a, spe- <br />cific to rapid transit. <br />Councilmember Pust concurred with Councilmember Kough. <br />
