Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 4 <br />huge impacts to neighborhoods, as well as potential negative impacts if the city <br />didn't stay proactive in code enforcement issues. <br />Councilmember Roe identified Item 2.A.l.a. (page 7) updating park master plans; <br />however, understood that this was already in process in the Comprehensive Plan- <br />ning process, but was an important consideration in the quality of life that open <br />spaces be preserved and maintained. <br />Mayor Klausing noted that he had also identified Item 2.A.l.a. but was under the <br />impression that it was in-process as part of the Comprehensive Plan process and <br />had saved his priorities for other items; however, opined that this was certainly an <br />important goal. <br />Councilmember Pust concurred that these were great goals; and opined that by <br />highlighting them, it reminded the Council to hold themselves accountable to <br />achieve those goals. <br />Councilmember Roe identified Items 2.A.10.a (page 10); 2.B.4.f (page 11); <br />2.B.4.k (also included as a concept mentioned under safety); Item 2.C.1 and 2.C.2 <br />related to private development; Item 2.C.2.b (sustainable environment; hybrid ve- <br />hicles, with the City leading the way on these types of initiatives); and Item <br />2.D.1.a (page 13) enhancing the primary role of the Roseville Visitors Association <br />(RVA) in promoting Roseville. <br />Councilmember Ihlan noted that three items in this section made her "top five" <br />list: Item 2.A.1 (page 7) preserving and maintaining community green spaces, <br />parks, and open spaces, with improvement as needed; Item 2.A.9 (page 9),a high <br />priority encouraging tree preservation and replacement; and Item 2.D.2. and 2.D.3 <br />(page 13) encouraging businesses with family-sustaining jobs and more actively <br />support existing businesses. Councilmember Ihlan opined that many of the brain- <br />storming ideas were worthy of pursuit. <br />Councilmember Pust advised that most of her identified priorities had already <br />been noted by other Councilmembers, and opined that this was a good sign that <br />consensus was developing on priority items. Councilmember Pust identified Item <br />2.A.2.a, upgrading design standards as a needed in-depth policy discussion, in ad- <br />dition to landscape and tree preservation ordinances; Item 2.A.10.c (page 10) not- <br />ing that the whole concept of code enforcement was definitely in her top five pri- <br />orities; Item 2.B.4.f (page 11), not necessarily through a neighborhood survey, but <br />supported the use of, as an example, the City of Shoreview's "SHINE" program <br />to encourage upkeep throughout the community; and Item 2.B.4.k for traffic <br />warnings and increased safety, with more information needed from staff on costs <br />associated with this safety initiative. <br />Mayor Klausing reiterated that Item 2.A.l.a was a high priority item for him <br />
