Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 5 <br />Councilmember Kough identified Item 2.D.4 (page 13) as a priority for him, in <br />the City Council being more visible (i.e., ribbon cutting ceremonies as new busi- <br />ness openings); and seeking new businesses outside the state and nation if neces- <br />sary; speaking in support of further policy discussions on this item. <br />Councilmember Ihlan spoke in support of Item 2.C.2.a (page 12) and developing <br />an energy policy for the City. <br />Councilmember Pust concurred, opining that renewable energy sources needed to <br />be identified. <br />3) Roseville has a strong and inclusive sense of community (pages 13 -18) <br />Mayor Klausing identified Item 3.D.2.a (page 17), not as one of his "top five" <br />priorities; however, supportive of actively promoting housing redesign. <br />Councilmember Roe identified Item 3A.l.b (page 14) identifying the skating cen- <br />ter as a community resource for business meetings, in additional to other brain- <br />storming ideas that may be necessary and more appropriate; Item 3.A.1.3 (page <br />14) for providing and utilizing more shade pavilions at neighborhood parks as a <br />relatively inexpensive, although seasonable, gathering place for neighbors; Item <br />3.A.4.a by the City facilitating and encouraging volunteer coordination as a com- <br />munity resource; Item 3.B.2.a (page 15), noting that the community center was a <br />broad topic; however, suggested that the community try to move toward long- <br />term goals and discuss facilities within the community and with other organiza- <br />tions (i.e., schools) for cooperative ventures. Councilmember Roe identified, as <br />one of his top priorities from a strategy level, Item 3.D.1 (page 16) and requiring <br />much discussion, to identify neighborhood groups and/or associations to facilitate <br />communication, build leaders within the community, and many other great rea- <br />sons. <br />Councilmember Ihlan identified Item 3.D.1 (page 16), encouraging development <br />of neighborhood groups, organizations and forums in order to provide residents <br />with a sense of belonging, as one of her top priorities. Councihnember Ihlan <br />opined that, while providing good neighborhood contact and assistance, it re- <br />quired relatively little expenditure of financial resources by the City and allowed <br />for identifying geographic neighborhoods. Councilmember Ihlan also identified <br />Item 3.D.2., defining neighborhoods from an energy efficiency basis, in addition <br />to contributing to the local character of neighborhoods. <br />Councilmember Pust sought additional input in the future from staff on brain- <br />storming ideas on replacement/relocation of the skate park, Item 3.A.l.c (page 14) <br />from a parks and recreation perspective. Councihnember Pust concurred with <br />Councilmember Roe on additional shade pavilions at neighborhood parks allow- <br />ing those parks to function as quasi-community centers, in addition to maximizing <br />
