Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 7 <br />Councilmember Pust identified Item S.A.4 (page 24), neighborhood networks for <br />emergency preparedness; and Item S.A.4.d, outreach to provide revitalized <br />neighborhood community-based groups; pathway planning (page 25), crosswalk <br />controls and elimination of "crosswalks to nowhere;" and Item S.A.I.d (page 25), <br />cost effectiveness of countdown timers at signal lights as safety improvements. <br />Councilmember Kough identified Item S.A.l.c (page 25) and additional ways to <br />work with the County and State on crosswalk safety issues (i.e., Skillman and <br />Snelling Avenues). <br />Mayor Klausing identified no specific items; however, opined that there were a <br />number of ongoing and overall policy goals and priorities related to public safety <br />that generally were discussed as part of the budget, and didn't want to lose site of <br />those issues. <br />Councilmember Kough opined how lucky the City had been that no tornadoes or <br />other major catastrophes had occurred in the community; and questioned the in- <br />tent of the National Guard seeking qualified elected officials for emergency man- <br />agement training. <br />Mayor Klausing concurred with Councilmember Kough's observation that the <br />City had been fortunate in avoiding disasters; however, opined the need for emer- <br />gency preparedness training for potential events. Mayor Klausing suggested that <br />Captain Mathwig bring forward recent opportunities for emergency management <br />preparedness training initiatives for discussion at a future meeting. <br />Councilmember Roe identified Item S.A.S (page 24) and S.A.6 (page 25) to edu- <br />cate, inform, and vigorously enforce traffic laws (speed limits) and spotlight prob- <br />lem areas. <br />Housing <br />6) Roseville Housing meets community needs (pages 26 - 33) <br />Councilmember Pust noted that many of these items described past work, and <br />work in process by the HRA's strategic plan. Councilmember Pust opined that <br />the City's housing policy should be on the short-term priority list, providing for a <br />review of the HRA's strategic plan, and reshaping and resorting of priorities. <br />Councihnember Pust identified Item 6.C.2.a (page 28) as a high and short-term <br />priority, regarding the need to receive the reports on rental registration program- <br />ming; and the need for immediate follow-through. <br />Councilmember Kough spoke generally as being supportive of any kind of hous- <br />ing to bring additional people to live in Roseville, particularly younger families; <br />and associated goals to provide low-cost housing for first-time home buyers, and <br />the HRA's instrumental promotion of this issue. <br />
