Special City Council Meeting <br />Minutes of 10/01/07 <br />Page 8 <br />Mayor Klausing identified nothing specific; however, noted that his top two pri- <br />orities were related to housing, and opined that he was receptive to further brain- <br />storming ideas and overall goals to make the community a desirable place to <br />work, live and play. <br />Councilmember Roe concurred with comments of Councilmembers Kough and <br />Pust; and identified Item 6.A.1 (page 26) related to funding options for affordable <br />housing, and updated plans from the HRA; expressed his support as a proponent <br />of a rental registration program from its initiation; Item 6.C.2.a (page 28) related <br />to stringent code enforcement of smaller rental properties; and Item 6.C.4.a re- <br />lated to an emergency loan fund to facilitate code compliance. <br />Councilmember Ihlan identified Item 6.D.e (page 30) related to encouraging al- <br />ternative transportation; and both Councihnember Pust and Mayor Klausing en- <br />thusiastically concurred. <br />Environment <br />7) Roseville is an environmentally healthy community (page 33 - 35) <br />Councilmember Kough, generally speaking, expressed disappointment in deter- <br />minations that the courts found unsatisfactory introductory environmental re- <br />quirements for proposed projects, causing the City to lose projects as a result. <br />Mayor Klausing identified nothing specific in this category; other than noting that <br />many of the items overlapped with other areas in the document. <br />Councilmember Pust concurred with Mayor Klausing, noting that code enforce- <br />ment was identified in this section as well. <br />Councilmember Roe concurred with Councilmember Ihlan, and identified Item <br />7.A.l.c related to tree preservation; and opined his support to expanding this <br />statement to read "and/or replacement." Councilmember Roe further identified <br />Item 7.A.2.b, Item 7.A.2.c, and Item 7.A.3.b (page 34) related to providing incen- <br />tives for conserving and reducing water volume use; and Item 7.A.S.a and 7.A.S.b <br />related to increasing options for rain garden programs and rain barrels. <br />Councihnember Ihlan identified Item 7.A.1, protecting and preserving existing <br />lakes, wetlands, ponds, aquifers and other natural environments and habitats (page <br />33); Item 7.A.l.c, adopt a tree preservation ordinance (page 33); and Item 7.A.4 <br />(page 34) protect and enhance urban forests. Councihnember Ihlan noted that, <br />while not being in her top five, she supported Item 7.b.3 (page 35) related to loans <br />for assisting people with green design, and represented a policy that the City <br />Council should consider. <br />
