Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 19 <br />dress rental housing initiatives as recommended by the <br />Citizen Advisory Group. <br />2. Maximum Levy Request of $605,220 total to provide <br />adequate fimding to address an aging multi-family hous- <br />ing stock in the community. Ms. Bennett noted that this <br />maximum levy request would allow the IIRA to address <br />larger, more complex housing issues in the City and <br />those goals associated with the Imagine Roseville 2025 <br />report. Ms. Bennett further noted that adequate funding <br />for housing would allow more leverage to address larger <br />renovation and deteriorating housing now, rather than <br />waiting until a much larger investment was needed in the <br />future. <br />Discussion included a need for enhanced code enforcement; de- <br />ferred maintenance issues at numerous multi-family housing fa- <br />cilities in the community; need to retain and implement more <br />affordable housing in the community, a majority of which is <br />addressed through multi-family housing stock; retention of em- <br />ployees in the community and preservation of market values for <br />all Roseville housing stock; and pro-active multi-family hous- <br />ing stock renovations. <br />Additional discussion included strategies of surrounding inner- <br />ring communities and HRA levies, values and benefits; aging <br />housing stock in the community; changing community demo- <br />graphics; and intense value and rate of return benefiting all <br />residents in maintaining and/or renovating multi-family housing <br />stock, including decreasing crime and increasing safety and im- <br />pacts to community services. <br />Further discussion included investments in multi-family hous- <br />ing, options and proposals (i.e., Westwood Village); restrictions <br />of funding; philosophical considerations in private versus pub- <br />lic funding and financial analysis and funding packages; return <br />on investment through revolving loan fund administration; lev- <br />eraging fund strategies; and funding requirements for larger fa- <br />cilities. <br />
