Regular City Council Meeting <br />Monday, September 10, 2007 <br />Page 24 <br />Councilmember Pust noted the passion of HRA members for <br />housing issues and their individual and overall desire to provide <br />solutions to those housing issues in the community. Council- <br />member Pust opined that it was her hope that, if the City Coun- <br />cil decided to go a different route, these people remain in- <br />volved, and further opined that they should be commended. <br />Councilmember Pust observed that while the HRA didn't have <br />all the answers, they had been considerably challenged by staff <br />transitions issues; and noted that they were at a point where <br />they were willing to undertake strategic planning to determine <br />how best they could find solutions and provide support to the <br />City Council and code enforcement issues; and tools they could <br />provide for multi-family housing needs. <br />Mr. Miller, in response to Councilmember Ih1an's request re- <br />garding the percentage of the IIRA levy increase, based on the <br />proposed increase, estimated it to represent an approximate <br />12% increase. <br />Roll Call <br />Ayes: Roe; Pust; Kough; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />b. 2007 Mid-year Financial Update <br />City Manager Malinen and Finance Director Chris Miller provided, <br />for City Council information, amid-year financial snapshot and en- <br />couraged Councilmembers to share their feedback with staff. <br />c. Appointments -Appoint Community-at-Large Members to the <br />Comprehensive Plan Update Steering Committee <br />Mr. Darrow noted that the consultant would like to keep the commit- <br />tee between 12 - 15 members to better manage meeting agendas and <br />time. Mr. Darrow noted that previous Council discussions included <br />two City Council representatives; two Planning Commission mem- <br />bers; and one member each respectively from the H12A, Public Works, <br />Environment and Transportation Commission, and the Parks and Rec- <br />reation Commission; leaving six to seven citizen-at-large seats avail- <br />able.
