I'1C~~y? ~ ~I' ~ `~ <br />age <br />randum from City Attorney Scott Anderson entitled, "Roseville Ethics Commis- <br />sion -Proposed Ethics Training." <br />Commissioners Melissa Weldon; Mike Schneider; LuAnne Pederson; and Duane <br />Cady each reviewed various portions of the procedures; formal (written} versus <br />informal advisory opinions; point of contact(s); importance of a speedy response <br />for employees or public officials seeking an opinion; and safe harbor status based <br />on formal written opinion. <br />Discussion included concurrence by the City Attorney and Ethics Commission <br />under the proposed process, and statutory requirements; individuality of safe har- <br />bor decisions based on a specific case and applying to that instance and person <br />only; potential research required of federal, state, and municipal legislation and <br />how it may apply to a given situation; decision-making roles and opinions of the <br />Ethics Commission, City Attorney, and/or judiciary system. <br />By consensus, Commissioners were asked to revise language to include a 60-day <br />clause; and Mayor Klausing indicated that, following the City Council's review of <br />the language, staff include adoption of a Resolution or approval by motion, as <br />deemed applicable by the City Attorney, as an item on the next City Council <br />agenda. <br />Further discussion included the proposed Ethics Training for all public officials <br />and City employees on the Code of Ethics and ethics in general; proposed topics <br />to be covered; and determination that this training would be covered within the re- <br />tainer agreement currently in place between Ratwik, Roszak & Maloney and the <br />City of Roseville; with no additional charge or budgetary impacts to the City of <br />Roseville. <br />Mr. Schneider advised that it was the Ethics Commissions' intent to have a train- <br />ing package in place by December 2007; and anticipated three to four training <br />sessions of 1-2 hours in duration, repeating the sessions several times to meet shift <br />and schedule considerations (i.e., 3-4 sessions of the same training initially sched- <br />uled in December of 2007); and ultimately scheduled over a three (3) year period <br />to provide an overall and complete training package for all parties involved. <br />City Manager Malinen advised that it was staff's intent to videotape the training <br />to provide to new Advisory Commissioners and public officials; as well as incor- <br />porating the videotapes into new employee orientation, as part of an ongoing tool <br />within the organization. <br />Mr. Schneider sought a commitment from the Mayor and individual Council- <br />members to attend the first training session to provide an impetus to others. <br />Mayor Klausing expressed his commitment to attending the training. <br />Mayor Klausing thanked the Commissioners for their work, and their attendance <br />and presentation at tonight's meeting; and advised that individual Councilmem- <br />
