Regular City Council Meeting <br />Monday, November 26, 2007 <br />Page 10 <br />mendations for Imagine Roseville 2025 portions to be incorporated into the <br />document. <br />Ms. Radel further advised, that if the City Council concurred with a Chair, or co- <br />chairs for the Steering Committee, staff recommended liaising with the Chair and <br />Vice-Chair of the Planning Commission, already serving on the Steering Commit- <br />tee, to retain the strong link between the Planning Commission and ultimate adop- <br />tion by the City Council. <br />Councilmember Roe advised that, as a member of the Steering Committee along <br />with Councilmember Kough, he had been the one to propose a subcommittee to <br />include discussion of civic engagement specifically related to Imagine Roseville <br />2025 process, as a parallel discussion and ultimate recommendation to the Steer- <br />ing Committee, rather than taking time from the technical aspects for discussion <br />at the monthly meetings. Councilmember Roe proposed a small addition to the <br />Comprehensive Plan document, not to exceed 10 - 15 pages. <br />Ms. Radel advised that it was staff's concern that, once one subcommittee was <br />initiated, additional ones would follow, and ultimately detract from purpose and <br />role of the Steering Committee. <br />Mayor Klausing, who had been in attendance at the last Steering Committee <br />meeting, observed that the apparent note of contention appeared to be that by not <br />including strategies and goals specifically as coming from the Imagine Roseville <br />2025 document, concerns were that the document was being dismissed from the <br />process. Mayor Klausing opined that the visioning process, as related to physical <br />aspects of building out the community and zoning, infrastructure and land use is- <br />sues, would be appropriate for inclusion in the Update. Mayor Klausing further <br />opined that portions of the Imagine Roseville 2025 document addressing aspira- <br />tions (i.e., being a welcoming community, educational programs, partnering op- <br />portunities), while extremely important to the City of Roseville, may not be as <br />applicable for incorporation into the Comprehensive Plan Update. <br />Mayor Klausing opined that he shared staff's concerns, and questioned the value <br />of and purpose for a subcommittee, further opining that it may diffuse the energy <br />and focus of the Steering Committee; and expressed his preference for the Com- <br />mittee to remain as it now stands, and to avoid a subcommittee structure. <br />Councilmember Ihlan questioned staff's description of the Steering Committee's <br />purpose in reviewing the technical aspects of the Plan; and opined that her under- <br />standing had been for the Committee to provide public outreach and representa- <br />tion, through their individual levels of expertise, for groups not already serving <br />(i.e., the Planning Commission) to engage community input. Councilmember Ih- <br />lan further questioned staff and/or the Committee coming to the City Council <br />seeking permission to elect subcommittees or chairpersons, when the group <br />
