Regular City Council Meeting <br />Monday, November 26, 2007 <br />Page 11 <br />should be independent in taking such action on their own and choosing it's own <br />direction, not seeking micro-management by the City Council. <br />Councilmember Ihlan spoke in support of community engagement; spoke in op- <br />position to the Chair or Vice Chair of the Planning Commission serving as chairs <br />for any subcommittees of the Steering Committee; expressed puzzlement in hav- <br />ing components of the Imagine Roseville 2025 visioning plan included in the Plan <br />Update; and noted that the City Council would ultimately approve any Update. <br />Councilmember Ihlan opined that her concern is that anon-elected body (i.e., the <br />Planning Commission) would be making decisions, rather than the City Council. <br />At the request of Mayor Klausing, Ms. Radel elaborated that each monthly meet- <br />ing had a task assigned to it; and that by not being able to come to consensus and <br />knowing how the process would unfold, it was difficult to determine how the Up- <br />date would be finished on time. Ms. Radel recognized and encouraged the pas- <br />sionate and engaged nature of the Committee; however, noted that the Committee <br />needed clear direction on their role and mission from the City Council. <br />Mark Koegler clarified that the Plan Update was the City of Roseville Plan, not <br />that of the Consultant; and defined his firm's role as facilitator to accomplish the <br />City's goal; recognizing that the schedule was "surgically tight." Mr. Koegler <br />opined that a degree of conflict created for healthy dialogue; and further opined <br />that since the process was initiated, he understood that everyone understood the <br />ground rules and roles of the respective parties. Mr. Koegler noted that commu- <br />nity involvement may indeed be a component of the Comprehensive Plan Update, <br />given the community's investment, enthusiastic support, and ideas incorporated in <br />the Imagine Roseville 2025 vision statement; advising that some communities <br />were moving along those routes. <br />Mr. Koegler noted that the Imagine Roseville 2025 document was a commendable <br />product; and community-identity to the document was stronger than anticipated, <br />and of interest to him as a Planner. Mr. Koegler advised that some of the goals <br />and strategies of the document included policy statements and related implica- <br />tions; while some provided fodder for the Comprehensive Plan in substance, <br />graphics and/or text; and some, while widely supported by the community, and <br />not intended to diminish public interest and importance of them, were not within <br />the context of the Plan. <br />Mr. Koegler clarified his definition of and charge to the Steering Committee; per- <br />ceiving them as an Advisory Committee, with a wide background to represent the <br />community-at-large viewpoints to sort through and provide a consensus for direc- <br />tion; to formulate a recommendation to the City Council; and then carry forward <br />those recommendations to the City Council. Mr. Koegler noted that it was his in- <br />tent, as the facilitator, to keep the City Council fully-involved and involved <br />throughout the process, by providing updates every two (2) months at a minimum; <br />
