Mr. Koegler as- <br />sured Councilmembers that their direction would be sought periodically as critical <br />issues were brought forward; and that the entire process would be participatory. <br />Mr. Koegler proceeded to provide a brief update on the process to-date; work <br />scope; past references; Metropolitan Council requirements for the Plan Update; <br />scheduling; organization of current Plan at 2,308 pages and need for updating and <br />revising various chapters; and the need that the Plan Update be a manageable size <br />for public consumption and understanding. Mr. Koegler noted the candid discus- <br />sion at the last meeting of the Imagine Roseville 2025 visioning process and the <br />voluminous matrix of the document, purview of the Comprehensive Plan and pol- <br />icy implications. Mr. Koegler advised that the document was going to be pro- <br />vided to the Committee in electronic format to ease distribution and review. Mr. <br />Koegler advised that his firm was currently disseminating, tabulating, and trans- <br />lating various elements of the document to translate them into the Comprehensive <br />Plan, determining which were policy issues and which were not, with further dis- <br />cussion of the document anticipated at the Committee's December meeting. <br />Mr. Koegler concurred with Ms. Radel's statement that Committee agendas <br />needed to remain focused; however, opined that limited leeway could be available <br />for additional discussion. Mr. Koegler reiterated his understanding that this group <br />was appointed by the City Council, under the general guidance of the Planning <br />Commission, to well represent the community; bringing healthy but diverse ideas <br />to the table. Mr. Koegler was confident that the current Committee structure <br />would work; as each reminded each other of their specific roles and tasks. <br />Councilmember Pust questioned if Mr. Koegler thought additional members were <br />needed on the Committee. <br />Mr. Koegler opined, only if the City Council didn't think all aspects of the com- <br />munity were represented. <br />Councilmember Ihlan expressed her qualms of the original proposal process; pri- <br />ority need for technical updates and the need for the Committee's, staff's, and <br />Consultant's review of those as a first priority. Councilmember Ihlan opined that, <br />if policy rewrites were necessary beyond the technical rewrites, public input <br />would be needed. Councilmember Ihlan spoke in support of the Comprehensive <br />Plan Update reflecting the community's visioning process; however, opined that <br />the Committee focus on the technical portions; and that if rewrites of land use or <br />economic development portions are necessary, a more public and open process be <br />followed, even if not possible in this draft to meet the 2008 deadline. <br />Councilmember Roe restated his position: that the Comprehensive Plan Update be <br />as comprehensive and representative of the community as possible; and duly re- <br />flect the community's aspirations as detailed in the Imagine Roseville 2025 vision, <br />
