Councilmember Roe recognized the aggressive <br />timeframe developed by the Consultant; and opined that it could be done; while <br />finding a way for the Committee, staff, and consultant to resolve any outstanding <br />issues; and opined that he didn't perceive those issues as large issues; and encour- <br />aged aresult of tonight's discussion to not revise downward, but find the way <br />forward as quickly as possible. <br />Mayor Klausing questioned how Councilmember Roe envisioned results from a <br />Subcommittee formation. <br />Councilmember Roe clarified that his intent was not for creation of multiple sub- <br />committees; but explained his rationale in attempting a parallel process outside <br />the Committee timeframe so as not to delay the topics defined in the Consultant's <br />schedule; and bring back, in report form to the entire Committee, their recom- <br />mendations for incorporating components of the Imagine Roseville 2025 docu- <br />ment in the Plan, facilitating an additional level of discussion without detracting <br />from other discussions. <br />Mayor Klausing opined that, in attending the Steering Committee where this was <br />discussed, he didn't observe a consensus of support for creation of a subcommit- <br />tee. <br />Councilmember Roe opined that, if that was the case, the Committee would need <br />to abide by that consensus; and further opined that, during the first portion of the <br />December meeting, theses organizational issues be clarified and a decision made <br />by the group. Councilmember Roe concurred with Councilmember Ihlan that the <br />Committee should be procedurally self-governing; and that potential procedural <br />discussions and/or conflicts should be quickly resolved so as not to detract from <br />moving forward. <br />Mayor Klausing questioned the need to appoint a Committee Chair, since the con- <br />sultant was hired to serve as a facilitator. <br />Councilmember Roe concurred; advising that this was a Steering Committee dis- <br />cussion and ultimate decision; and opined that he was not a supporter of a Com- <br />mittee Chair. <br />Ms. Radel, at the request of Mayor Klausing, clarified staff's concerns. Ms. <br />Radel noted that the Committee as a mechanism of public participation and in- <br />formation dissemination to the rest of the community was fantastic, and repre- <br />sented the ultimate in acommunity-planning process. Ms. Radel opined that the <br />Committee needed to focus on working positively and in their Council-directed <br />role with the consultant; listen to and review information and policy recommenda- <br />tions; to review the current Comprehensive Plan and its many layers of informa- <br />tion; and serve as a sounding board for the consultant before the Planning Com- <br />
