Ms. Radel opined that this would be staff's goal to see <br />the Committee function as such; noting that not all members were going to review <br />materials prior to the meeting, or come fully-prepared to be engaged; however, <br />observed that it served no purpose for one or two members to take over each <br />meeting, and little work being accomplished, while the Committee and process <br />became bogged down in procedure. Ms. Radel recognized group dynamics in <br />learning to work together as a team; however, further recognized the tight time- <br />frame and lack of time for the group to develop those self-regulating skills, and <br />encouraged the City Council to provide clear direction to allow the Committee to <br />move past their current phase. <br />Councilmember Pust sought clarification of the attempted role of the Steering <br />Committee; with Ms. Radel noting that the Committee was attempting to be staff <br />to the Consultant. <br />Councilmember Pust concurred that every organization brought together required <br />a transition phase; however, from her perspective, democracy itself was a messy <br />process, with the positives and negatives providing benefits and beauty. Council- <br />member Pust questioned whether the Committee should meet more frequently <br />than once a month to work through the process. Councilmember Pust spoke in <br />support of incorporating the authenticity of the Imagine Roseville 2025 process <br />and elements into the Comprehensive Plan Update to the greatest extent possible. <br />Councilmember Pust noted Mr. Koegler's comments that other communities are <br />including such visioning goals and strategies; and spoke in support of the City of <br />Roseville doing so as well. Councilmember Pust encouraged the Committee if in- <br />terested in continuing to serve, that at their next meeting, they move beyond or- <br />ganizational structures of the committee into substance of the Plan Update, in or- <br />der to provide timely completion of the project at hand. <br />Councilmember Ihlan expressed concern regarding comments of Councilmember <br />Pust that the Committee was not able to work together. <br />Councilmember Pust interrupted Councilmember Ihlan to clarify her comments, <br />indicating that she was .not observing that the Committee couldn't work together; <br />but was saying that, if that was happening, processing changes could be made. <br />Councilmember Ihlan spoke in support of the Steering Committee completing <br />their work; expressing her confidence in their expertise and their eagerness in <br />moving forward; and her personal lack of interest in the City Council micro- <br />managing their process. <br />Mr. Koegler discussed the realities of the project; noting that development of sub- <br />committees or task forces was not included in the original scope of the project <br />when the City Council sought proposals; and noted that any such subcommittees <br />would require additional staffing (City or consulting firm); additional costs; and <br />
