Mr. Koegler noted <br />that increasing the frequency of meetings would not allow adequate coverage of <br />topics or research time, in addition to material preparation and distribution. <br />Mayor Klausing spoke in support of the roles as defined by Ms. Radel with the <br />Committee serving as a mechanism for public participation, working with the <br />Consultant to serve as a sounding board; and expressed concern with creation of <br />any subcommittees, opining that such provisions were not well-thought-out and <br />may not allow the Committee to remain on task and create a potential for spinning <br />out of control. Mayor Klausing further opined that appointing a Chair seemed re- <br />dundant, with the consultant serving as a facilitator, based on his training and ex- <br />perience. <br />Councilmember Pust opined that, if the Committee determined to spin off a sub- <br />committee, that it be representative of the community; and urged incorporation of <br />the Imagine Roseville 2025 goals and strategies into the Update, noting the com- <br />munity-based work already done on it, and that it be considered for incorporation <br />or adoption in some way without regurgitation of the document. <br />Mr. Koegler assured Councilmembers and the public that there was no intention <br />of diluting the community-based work done to-date, as represented in the Imagine <br />Roseville 2025 document; and as he became more indoctrinated in the document, <br />could determine how the salient portions fit within the Comprehensive Plan Up- <br />date. <br />Gary Grefenberg, Steering Committee Member <br />Mr. Grefenberg noted that the idea of a Chair was his idea; however, he assured <br />the City Council that the Committee, staff and consultant could work well to- <br />gether, recognizing that the process was just beginning. Mr. Grefenberg opined <br />that, until tonight's discussion, he had been unclear on whether the Committee <br />was a Steering or Advisory Committee, and had been unaware that the consultant <br />was to serve as a facilitator. Mr. Grefenberg advised that, upon receipt of the <br />Consultant's analysis of the Imagine Roseville 2025 strategies, he understood that <br />this was the first step in updating the Comprehensive Plan, as indicated in the <br />City's newsletter, and that it would be incorporated into the Plan Update. Mr. <br />Grefenberg advised that, at the last Committee meeting after discussion, and fur- <br />ther review of the document, he had passionately dominated the conversation <br />since he interpreted that 56.9% of the Imagine Roseville 2025 recommendations <br />were not included in the Plan Update. Mr. Grefenberg elaborated on his percep- <br />tions of those items that could easily be incorporated into the document; and <br />opined that discussions were proceeding on schedule, and that there was no need <br />to stifle the Committee. <br />
