Coun- <br />cilmember Ihlan quoted from the League of Minnesota Cities (LMC) Handbook; <br />and expressed her distress that the City Council was not willing to enforce their <br />own clear policy already on the books. <br />Mayor Klausing spoke in support of the motion; opining that given Roseville's <br />status as a first-ring suburb, a certain degree of flexibility needed to be recog- <br />nized, and when opportunities for reasonable variance requests were brought for- <br />ward to accommodate infill development, as detailed in the applicant's written <br />comments (Attachment C), and noting previous Council approval, there were eq- <br />uities indicated in granting such a variance, as discerned on case-by-case bases. <br />Councilmember Roe concurred with comments of Mayor Klausing; and the find- <br />ings of the Planning Commission; opining that the circumstances were not created <br />by the landowner, and wouldn't essentially alter the area; as well as being in an <br />area where similar properties existed, and therefore would not diminish the char- <br />acter of the area. <br />Councilmember Pust spoke in support of the proposal; noting that no one from the <br />neighborhood had voiced any opposition. <br />Councilmember Ihlan reiterated that, by approving this proposal, open space <br />would be lost for the property owner, as well as the neighborhood; and opined <br />that there was no reason to support the variance. <br />Councilmember Roe assured Councilmember Ihlan that he was not making a joke <br />of the City's policies; and attempted to make decisions, applying his best judg- <br />ment. <br />Roll Call <br />Ayes: Roe: Pust; Kough; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Roe moved, Pust seconded, approval of the requested Minor Subdivision to create <br />the proposed two (2) substandard residential parcels for Curtis Brown at 1754 <br />Alta Vista Drive, based on the comments and findings of Sections 4 and 5, and <br />the conditions of Section 6 of the project report dated November 26, 2007. <br />Councilmember Kough spoke in support of the motion. <br />Roll Call <br />Ayes: Roe: Pust; Kough; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
