Regular City Council Meeting <br />Monday, November 19, 2007 <br />Page 10 <br />Ms. Bloom advised that this would consist of preliminary engineering and cost al- <br />location estimates for future developers for infrastructure improvements necessary <br />to support projected future growth in the Twin Lakes Redevelopment Area over <br />the next few decades. Ms. Bloom noted that SRF brought significant background <br />information and experience to the project, having modeled this are for the AUAR <br />update. Ms. Bloom advised that the analysis would include a comprehensive list <br />of infrastructure improvements for the area (i.e., public transportation, technology <br />conduits, watermain, sanitary sewer, and storm sewer improvements); and include <br />concept sketches, right-of--way needs and preliminary cost estimates for all infra- <br />structure improvements, with allocation of costs to the appropriate existing, and <br />proposed developments, based on contributing factors including vehicular trips, <br />water usage, sanitary flow and runoff. <br />Discussion included calculation criteria to determine cost allocations for infra- <br />structure improvements incorporated into individual Planned Unit Development <br />(PUD) Agreements as a condition of approval; pending financial analysis being <br />performed by staff; and the need for developers to obtain this information prior to <br />moving forward with land acquisition and/or a proposed project to determine cash <br />flow projections. <br />Councilmember Ihlan opined that, while she wasn't opposed to the analysis, it <br />was premature until actual proposals were submitted, rather than being based on <br />worst case scenarios that didn't have full Council support. <br />Further discussion included the rationale for this framework analysis, with those <br />basic assumptions tweaked as projects develop further; assumptions on the con- <br />struction of Twin Lakes Parkway and whether it would connect I-35W to Fair- <br />view Avenue, with the AUAR mitigation plan committing to construction of Twin <br />Lakes Parkway and Mount Ridge Road; and staff noting the receipt of one other <br />proposal for the analysis. <br />Roe moved, Pust seconded, approval of a contract between the City of Roseville <br />and SRF Consulting Group for a Twin Lakes Redevelopment Area Public Infra- <br />structure Cost Allocation Analysis, at a cost not to exceed $32,300; for the pur- <br />pose of allocating future public improvement costs related to full build conditions <br />(year 2030) of the Twin Lakes Business Park AUAR area to the appropriate exist- <br />ing and future redevelopment/developments. <br />Councilmember Roe opined that this was a good idea at this point, particularly <br />with recent discussions related to the Northwestern College Environmental As- <br />sessment Worksheet (EAW) and the need to determine allocation of various parts <br />of infrastructure improvements for future development and/or redevelopment. <br />
