Regular City Council Meeting <br />Monday, November 19, 2007 <br />Page 11 <br />Additional discussion included timing of developments and identification of <br />which developments are responsible for which improvements, and would be in- <br />corporated into the financing package that was currently being analyzed by staff, <br />as well as determining the timing for which infrastructure needed to be built ini- <br />tially, and how phasing would be implemented. <br />Ms. Bloom noted that, as part of each development proposal, a traffic study would <br />be required, providing resulting thresholds for that use; identified parcels outside <br />the Twin Lakes Redevelopment Area also being allocated costs as applicable; and <br />use of initial funding for the study with Community Development funds. <br />Roll Call <br />Ayes: Roe: Pust; Kough; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />Public Comment <br />Al Sands, 2612 Aldine <br />Mr. Sands questioned if the City could be identified as the Master Developer, us- <br />ing Tax Increment Financing (TIF) District #17 funds, allowing for flexibility. <br />d. Consider Adoption of the Revised Twin Lakes Design Principles <br />Interim Community Development Director Mike Darrow presented this request; <br />and provided a draft resolution as a bench handout. <br />Mr. Darrow reviewed the background and purpose of the guidelines as general <br />standards for developers to use when new development was proposed, incorporat- <br />ing the Planning Commission and City Council's intent for the development, in- <br />cluding sustainability, walkability, form and function. Mr. Darrow reviewed sev- <br />eral areas that had been revised at the November 7, 2007 Planning Commission <br />meeting, related to the length and width of blocks (removed) to avoid being too <br />prescriptive for the guidelines; elimination of a photo depicting an undesirable <br />amount of impervious surface; and their suggestion that corridors connect to all <br />public spaces, not just lakes and parks. Mr. Darrow advised that the language had <br />been further revised to increase guidelines regarding environmental preservation <br />and sustainability, to support human-scaled neighborhoods, and a desire to see the <br />area served by mass transit; with the latest guidelines showing the area as a gate- <br />way to the City. <br />Discussion included LEED certified buildings in the area; application of the stan- <br />dards, from the proposed checklist, by potential developers; and various uses <br />and/or market conditions dictating some elements. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10569 entitled, "A Reso- <br />lution Approving the Twin Lakes Design Principles;" dated November 14, 2007." <br />
