Discussion of Roseville Visitor's Association's Proposal to Install Welcome to <br />Roseville Banners on Decorative Light Poles <br />Public Works Director Duane Schwartz introduced this discussion, and provided a <br />bench handout listing reasons to have "Welcome Banners" in Roseville. <br />Julie Larson, Executive Director of the Roseville Visitors Association was present <br />to provide detail on the banners; their proposed locations; and Duane introduced <br />Julie Larson, RVA -why they're interested in banners; and problems that had <br />arisen in their installation with the City's current sign ordinance. <br />Ms. Larson displayed several examples for Council review and information; dis- <br />cussed banner materials and installation techniques; and encouraged installation <br />of the banners for further marketing Roseville. <br />Council, City Attorney, and staff discussion included references to the City's sign <br />ordinance; definition of banners; whether temporary signage or fitting'in another <br />definition (i.e., quasi-government signs); practical difficulties of determining a <br />hardship under Section 1016.02; advantages of marketing the City; <br />There was Councilmember consensus on installing the banners; however, they <br />recognized language issues with pertinent sections of the current sign code related <br />to banners and governmental signs; in addition to other applications by the busi- <br />ness community. <br />Ms. Larson clarified that the City's participation and cost estimated at $2,500, <br />was intended as in-kind for installation. <br />Al Sands <br />Public Comment <br />Mr. Sands spoke against installing banners; opining that they were a distraction to <br />drivers when installed in public rights-of--way. <br />Staff was requested to work with the City Attorney on the sign ordinance lan- <br />guage to address permanent banners in the public right-of--way; and return to the <br />City Council with their recommendations. <br />c. Discussion of Twin Lakes Infrastructure Improvement Cost Allocation <br />Analysis <br />City Engineer Deb Bloom presented the benefits, estimated costs, and staff rec- <br />ommendations to approve a contract with SRF Consulting Group for a Twin <br />Lakes Redevelopment Area Public Infrastructure Cost Allocation Analysis, at a <br />not-to-exceed cost of $32,300, in order to address explicit mitigation plans identi- <br />fied in the AUAR. <br />
