Regular City Council Meeting <br />Monday, November 19, 2007 <br />Page 12 <br />Councilmember Ihlan expressed her commitment to ensuring that potential devel- <br />opers realize that the City Council was committed to, and strongly encouraged, <br />incorporating green building techniques, and opined that, as developers realized <br />that commitment, market realities would change accordingly. <br />Mayor Klausing thanked Chair Bakeman, who was in the audience, for the work <br />of the Planning Commission on this issue. <br />Roll Call <br />Ayes: Roe: Pust; Kough; Ihlan; and Klausing. <br />Nays: None. <br />Councilmembers thanked Mr. Darrow for his work on behalf of the City while <br />serving as Interim Community Development Director. <br />Mr. Darrow thanked the City Council for the opportunity, and offered his ongoing <br />assistance as the City moved forward. <br />e. Consider Amendments to Title 11 of the Roseville City Code regarding Sub- <br />divisions <br />Public Works Director Duane Schwartz and City Engineer Deb Bloom, provided <br />results of a recent court order regarding Boryczka v. City of Roseville, and past <br />interpreting by staff on City Code, Section 1103.021D. <br />Staff reviewed the code, and their interpretation of whether any of three criteria <br />were met, and the judge's opinion that all three criteria must be met to allow con- <br />struction of aless-than-standard cul-de-sac. <br />Staff sought City Council direction, based on City Attorney counsel, that the City <br />revise City Code to conform to previous City Council decisions, including a com- <br />prehensive update of Title 11, potentially taking 6 - 12 months for completion. <br />Due to that timing, staff recommended pursuit of a code change consolidating ref- <br />erences to cul-de-sacs and turnarounds as part of the 2008 department work plan. <br />Discussion included rationale for a change in policy on cul-de-sacs; possible <br />elimination of construction of cul-de-sacs; policy discussions on the City Council <br />level on cul-de-sacs based on long-term maintenance and impacts to surrounding <br />properties; controversies of recent subdivisions; and various examples. <br />Staff advised that tonight's request was to gauge the City Council's reaction to the <br />proposed revisions; but that any code change would need to go through the Plan- <br />ning Commission Public Hearing and City Council ordinance enactment process. <br />Council consensus was to request staff to proceed in identifying inconsistencies <br />and interpretation issues within City Code related to cul-de-sacs and turnarounds, <br />
