Discussion of Potential Changes to the Parking Ordinance <br />An updated bench handout entitled, "Municipal Parking Regulations and Standard <br />Street Widths" was provided by staff, outlining metropolitan community parking <br />limits, whether they had seasonable parking bans, and related standard road <br />widths. <br />Public Works Director Duane Schwartz initiated discussion of City parking ordi- <br />nances; and included a petition received to eliminate overnight parking on Laurie <br />Road west of Lexington Avenue, with the Traffic Safety Committee previously <br />denying the request. Captain Rick Mathwig was also available during the discus- <br />sion. <br />Discussion included observations of the Police Department on overnight parking; <br />Councilmember Ihlan's rationale for moving toward an ordinance prohibiting or <br />restricting overnight parking city-wide, similar to those of the Cities of Shore- <br />view, Arden Hills and Maplewood; and abuses of on-street parking by non- <br />neighborhood vehicles, thus affecting the resident's quality of living, aesthetics <br />and safety. <br />Councilmember Ihlan supported seeking further public input to determine how <br />widespread the on-street parking issue was, and potential mitigation alternatives <br />and impacts. <br />Councilmember Roe encouraged citizens to utilize the Roseville Issues Forum on <br />the internet to provide the City with their comments, and issues related to parking. <br />Mayor Klausing expressed his interest in exploring and understanding the scope <br />of the problem, then determining a potential solution by developing ordinance <br />language. <br />Mayor Klausing opined that the Public Works, Environment and Transportation <br />(PWET) Commission seemed the logical place for discussions to start, charging <br />them to determine the issues (i.e., safety, aesthetics, convenience, property values, <br />or quality of life), whether the problem was city-wide or isolated, and for them to <br />invite public comment on this and related issues, followed by their recommenda- <br />tion to the City Council. <br />Councilmember Pust encouraged Councilmember Ihlan to initiate a query on the <br />Roseville Issues Forum, along with an article in the Roseville Review, seeking a <br />broader segment of public input on potential creation of such an ordinance. <br />
