~n Gh ~ G~-~~c,'~ <br />iii iq~o'~ <br />1 EXTRACT OF MINUTES OF MEETING OF THE <br />2 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />3 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />4 Roseville, County of Ramsey, Minnesota was duly held on the 19th day of November, 2007, at <br />5 6:00 p.m. <br />6 <br />7 The following members were present: ; <br />8 and the following were absent: <br />9 <br />10 <br />11 Member introduced the following resolution and moved its adoption: <br />12 <br />13 RESOLUTION NO. <br />14 A RESOLUTION APPROVING THE TWIN LAKES DESIGN PRINCIPLES <br />15 <br />16 <br />17 WHEREAS, in 2002, the City initiated the creation of Twin Lakes Design Principles; and <br />18 <br />19 WHEREAS, in 2002, the Conuiiunity Development Department worked with Consultant <br />20 Peter Musty of the CharetteCenter to prepare a series of urban design guidelines for the Twin <br />21 Lakes area. These guidelines provided a design framework to promote livability, walkability, and <br />22 sustainability within this area; and <br />23 <br />24 WHEREAS, the draft of the guidelines were completed however they were never adopted <br />25 by the City Council; and <br />26 <br />27 WHEREAS, having a standard set of design guidelines is critical to promote the level and <br />28 quality of design the City envisions for this area; and <br />29 <br />30 WHEREAS, On October 3, 2007, the Community Development Department brought the <br />31 2002 Design Principles to the Planning Commission to discuss updating this document. Prior to <br />32 commencing this work, the Planning Commission felt that it needed direction from the City <br />33 Council; and <br />34 <br />35 WHEREAS, On October 15, 2007, the City Council directed the Planning Commission to <br />36 work with the Community Development Department to review and evaluate design principles <br />37 that the Planning Commission determines to be valuable to the Twin Lakes Redevelopment <br />3 8 Area; and <br />39 <br />40 WHEREAS, on November 7, 2007, the Interim Community Development Director <br />41 presented the design guidelines to the Planning Commission, from which the following <br />42 recommendations were offered: <br />43 <br />44 1. The Commission asked that the length and width of blocks be removed as this <br />45 information becomes too prescriptive for the guidelines <br />46 <br />47 2. The Commission asked that a photo that depicted an undesirable amount of <br />48 impervious surface be eliminated <br />
