Resolution - Adopt a Resolution of Support for Safe Routes to Schools Grant <br />for a Sidewalk along County Road B-2 from Lexington Avenue to Rice Street <br />(Former Consent Item 8.e) <br />Mayor Klausing removed this item for discussion. <br />Public Comment <br />John Kysylyczyn 3083 N Victoria Street <br />Mr. Kysylyczyn provided a bench handout consisting of City of Roseville City <br />Council meeting minutes for June 21, 2004, when apath/sidewalk along County <br />Road B-2 had previously been discussed. Mr. Kysylyczyn noted the public com- <br />ment from residents along County Road B-2 at that time and their concerns; and <br />questioned why the City Council was again applying for money, without notifying <br />the community of those plans beforehand. Mr. Kysylyczyn further noted the <br />comments of then-Councilmember Dean Maschka at that time related to other is- <br />sues related to road design, drainage concerns, and funding sources for substantial <br />road reconstruction to address those problems. Mr. Kysylyczyn questioned why <br />the staff report for tonight's request didn't include the 2004 discussion informa- <br />tion; and suggested that the application, without a formal plan, was a waste of <br />taxpayer time and money. <br />Councilmember Ihlan opined that the project proposed at that time had been a <br />pathway, and there was substantial controversy due to the federal construction re- <br />quirements and disruption to yards; and noted that the grant application from this <br />project had been scaled back to a sidewalk and did not include road construction <br />as part of it. Councilmember Ihlan questioned staff for clarification that a sub- <br />stantial amount of discussion would be forthcoming if the application were ap- <br />proved, and prior to any construction being undertaken. <br />Public Works Director Duane Schwartz concurred with Councilmember Ihlan's <br />observations; noting that this project would be built to different standards, with a <br />
