Regular City Council Meeting <br />Monday, November O5, 2007 <br />Page 6 <br />sidewalk on both sides of County Road B-2, or an eight foot (8') pathway on one <br />side. Mr. Schwartz noted that considerable City Council discussions had taken <br />place in recent years regarding a possible turnback arrangement with Ramsey <br />County .for County Road B-2; however, noted the expenses involved in such a <br />venture due to the condition of the roadway, and lack of funds for such a project. <br />Mr. Schwartz noted that this project was not the same as the 2004 proposal for a <br />multi-use pathway, and would be built to different. and less stringent standards, <br />and could still address some drainage issues. Mr. Schwartz advised that, if the <br />grant application was successful, staff would review potential conflicts during the <br />planning process. <br />Councilmember Ihlan sought clarification that, in applying for the grant, the City <br />was not committing to a project; and that public input would be received when a <br />more realistic proposal was on the table. <br />Mr. Schwartz concurred; noting that this was a very competitive grant application; <br />and that only a small number actually receive funding. Mr. Schwartz briefly dis- <br />cussed scoring ranks, and grant criteria for connectivity between neighborhoods <br />and schools. <br />Councilmember Roe spoke in support of the process to seek funding prior to ex- <br />pending a substantial amount of staff time and resources on a detailed plan. <br />Councilmember Roe further noted that it was not implicit that the City accept the <br />funding, and that it could be turned back; however, he noted the continued interest <br />of the City Council in doing some type of pedestrian safety improvements along <br />that corridor. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10566 entitled, "A Reso- <br />lution Supporting Application for Safe Routes to Schools Grant for a Sidewalk <br />along County Road B-2 from Lexington Avenue to Rice Street. <br />Roll Call <br />Ayes: Roe: Pust; Ihlan; and Klausing. <br />Nays: None. <br />10. Other Business Items <br />a. TIF District #1 Extension -Receive Additional Information on Tax Incre- <br />ment Financing District #1 (Centre Pointe) Extension <br />Mr. Miller briefly reviewed additional information previously requested and now <br />provided in the staff report. Mr. Miller clarified that by extending the district, the <br />City Council was only extending their options, and could make a decision later on <br />how to use those monies or turn them back at that time. <br />Councilmember Pust questioned if the County and School District would get their <br />portion of funds if they were eventually turned back. <br />
