Councilmember Roe noted the extended time and process in attempting to iden- tify and hold responsible original polluters for environmental clean up; and opined that he wasn't sure he would support that additional delay. Councilmem- ber Roe sought additional information from staff and/or legal counsel as to whether taxpayers could be reimbursed, once TIF funds had been expended, if re- sponsibleparties provided financial assistance with environmental clean up. Councilmember Ihlan concurred that this would be good information to have, in addition to legal information on how to determine responsible parties; the extent of contamination; how the process would work and when reimbursement could be anticipated. Councilmember Ihlan opined that the City needed to be more aggressive in get- ting additional information from the former developer on contamination; and sought clarification from staff on the Twin Lakes TIF District plans currently in place and their intent. b. Discussion -Council Discussion and Direction regarding the City Manager Evaluation Councilmembers Pust and Roe, Council-designated subcommittee for the City Manager evaluation, briefly reviewed the revised evaluation form and the minor changes and clarifications made following previous Council discussion. Councilmember Roe noted the proposed timeframe, with the evaluation form pro- vided to reviewers by November 15, 2007; and receipt from them back to the sub- committee byNovember 30, 2007. Councilmember Pust noted, if authorized to proceed, that it would be the sub- committee's intent to complete the evaluation before the end of the year, to initi- ate amore long-term process in January of 2008. Mayor Klausing spoke in support of the recommendations; and thanked Council- members Pust and Roe for their extra work, and the end product. Pust moved, Roe seconded, approval of the City Manager evaluation process, form and timeline as recommended by the subcommittee in the report presented November 5, 2007.
