Regular City Council Meeting <br />Monday, November O5, 2007 <br />Page 8 <br />Mr. Miller advised that that information could be rovided before the December <br />p <br />17, 2007 meeting. <br />Councilmember Roe noted the extended time and process in attempting to iden- <br />tify and hold responsible original polluters for environmental clean up; and <br />opined that he wasn't sure he would support that additional delay. Councilmem- <br />ber Roe sought additional information from staff and/or legal counsel as to <br />whether taxpayers could be reimbursed, once TIF funds had been expended, if re- <br />sponsibleparties provided financial assistance with environmental clean up. <br />Councilmember Ihlan concurred that this would be good information to have, in <br />addition to legal information on how to determine responsible parties; the extent <br />of contamination; how the process would work and when reimbursement could be <br />anticipated. <br />Councilmember Ihlan opined that the City needed to be more aggressive in get- <br />ting additional information from the former developer on contamination; and <br />sought clarification from staff on the Twin Lakes TIF District plans currently in <br />place and their intent. <br />b. Discussion -Council Discussion and Direction regarding the City Manager <br />Evaluation <br />Councilmembers Pust and Roe, Council-designated subcommittee for the City <br />Manager evaluation, briefly reviewed the revised evaluation form and the minor <br />changes and clarifications made following previous Council discussion. <br />Councilmember Roe noted the proposed timeframe, with the evaluation form pro- <br />vided to reviewers by November 15, 2007; and receipt from them back to the sub- <br />committee byNovember 30, 2007. <br />Councilmember Pust noted, if authorized to proceed, that it would be the sub- <br />committee's intent to complete the evaluation before the end of the year, to initi- <br />ate amore long-term process in January of 2008. <br />Mayor Klausing spoke in support of the recommendations; and thanked Council- <br />members Pust and Roe for their extra work, and the end product. <br />Pust moved, Roe seconded, approval of the City Manager evaluation process, <br />form and timeline as recommended by the subcommittee in the report presented <br />November 5, 2007. <br />Roll Call <br />Ayes: Roe: Pust; Ihlan; and Klausing. <br />Nays: None. <br />r~ <br />
