Regular City Council Meeting Monday, January 07, 2008 Page 11 Mayor Klausing questioned the value in knowing property tax information rather than anticipated expenditures, and considerations of budget drivers based on out- comes and accomplishments or priorities. Finance Director Miller responded as to when those projections would be avail- able; anticipating that by March, there would be some preliminary information, while recognizing that Ramsey Council wouldn't certify 2009 values until May or June of 2008, following any assessment challenges. Mr. Miller noted that based on the overall tax base, impacts of assessment challenges were usually on the commercial properties, rather than residential properties. Councilmember Roe requested that a preliminary report be included as part of the budget calendar and information. Mr. Miller advised that preliminary information could be provided prior to the first discussion of budget goals and priorities scheduled for March 17, 2008. Councilmember Pust asked that City Manager Malinen address his recommenda- tions for performance based budgeting, and that the issue not be dropped. Klausing moved, Roe seconded, adoption of Resolution No. 10588 entitled, "Resolution Adopting the 2009 Budget Calendar," as amended to include pro- jected preliminary property values and impacts for 2009; and discussion early in the process for performance-based budgeting and outcomes. Roll Call Ayes: Pust; Roe; Kough; Ihlan; and Klausing. Nays: None. e. Consider City Council Strategic Planning City Manager Malinen sought Council interest in holding a strategic planning ses- sion to map out the City's annual business, in addition to finalizing recommended goals and priorities of the Imagine Roseville 2025 community visioning process. Mr. Malinen noted the great synergy created for management staff and the City Council in working together during such a process. Mayor Klausing noted the need for a final discussion to fully develop consensus goals and priorities from the Imagine Roseville 2025 process. Discussion included separating the proposed meeting from regular meetings; rela- tionship of the strategic planning to budgets and accomplishments; and interest of individual Councilmembers.
