Regular City Council Meeting <br />Monday, January 07, 2008 <br />Page 11 <br />Mayor Klausing questioned the value in knowing property tax information rather <br />than anticipated expenditures, and considerations of budget drivers based on out- <br />comes and accomplishments or priorities. <br />Finance Director Miller responded as to when those projections would be avail- <br />able; anticipating that by March, there would be some preliminary information, <br />while recognizing that Ramsey Council wouldn't certify 2009 values until May or <br />June of 2008, following any assessment challenges. Mr. Miller noted that based <br />on the overall tax base, impacts of assessment challenges were usually on the <br />commercial properties, rather than residential properties. <br />Councilmember Roe requested that a preliminary report be included as part of the <br />budget calendar and information. <br />Mr. Miller advised that preliminary information could be provided prior to the <br />first discussion of budget goals and priorities scheduled for March 17, 2008. <br />Councilmember Pust asked that City Manager Malinen address his recommenda- <br />tions for performance based budgeting, and that the issue not be dropped. <br />Klausing moved, Roe seconded, adoption of Resolution No. 10588 entitled, <br />"Resolution Adopting the 2009 Budget Calendar," as amended to include pro- <br />jected preliminary property values and impacts for 2009; and discussion early in <br />the process for performance-based budgeting and outcomes. <br />Roll Call <br />Ayes: Pust; Roe; Kough; Ihlan; and Klausing. <br />Nays: None. <br />e. Consider City Council Strategic Planning <br />City Manager Malinen sought Council interest in holding a strategic planning ses- <br />sion to map out the City's annual business, in addition to finalizing recommended <br />goals and priorities of the Imagine Roseville 2025 community visioning process. <br />Mr. Malinen noted the great synergy created for management staff and the City <br />Council in working together during such a process. <br />Mayor Klausing noted the need for a final discussion to fully develop consensus <br />goals and priorities from the Imagine Roseville 2025 process. <br />Discussion included separating the proposed meeting from regular meetings; rela- <br />tionship of the strategic planning to budgets and accomplishments; and interest of <br />individual Councilmembers. <br />
